Job Description

6-12 month contractTemp to perm opportunity availableTechnician (Purchasing & Plant) is required for the highwaysDelivery department of the Leicestershire County Council and is responsible for providing supply chain management and a compliant procurement service for highway works. Some of the duties and responsibilitiesof a Technician (Purchasing & Plant) are:

  • Carrying out all purchasing for Highways Delivery ensuring compliance with the Council’s Contract Procedure Rules, EU Procurement rules and Public Contracts Regulations 20151.
  • Maintaining auditable reports of purchasing activities including “3 quotes” process1.
  • Processing procurement opportunities via the electronic portal (Due North) as required by contract procurement rules1.
  • Assisting with contract & supplier management of LCC supply contracts1.
  • Providing support to operational teams by receiving and processing requisitions for goods and services, creating purchase orders in the Oracle e-business suite, and expediting delivery1.
  • Arranging plant and material deliveries and/or collections, including on/off hires, and liaising with internal stores operations to ensure the efficient and effective collection of stock lines and other consumables1.
  • Being the first point of contact for client and operational teams to access services offered by the Procurement team1.
  • Adhering to agreed workflow arrangements and timescales, prioritising requirements to support operational objectives1.
  • Advising on the availability of resources using data extracted from the Resource Allocation System1.
  • Assisting with the monitoring and analysis of supplier performance, contributing evaluation of the service offered1.
  • Responding to enquiries and correspondence from internal and external customers, resolving all queries and any complaints in a professional manner1.
  • GCSEs or equivalent in Maths and English
  • Experience in purchasing or procurement
  • Ability to use IT systems
  • Good communication and customer service skills
  • Ability to work as part of a team and independently
  • Attention to detail and accuracy
