Job Description

Senior Evaluation Officers needed for the Youth Endowment Fund to help lead making the best decisions on which projects we fund and to design and execute the evaluations to learn about what works to prevent youth violence.Reports to: Head of EvaluationSalary: £44,401 - £46,738Location: Central LondonAbout the Youth Endowment FundThe Youth Endowment Fund exists to prevent young people and children from becoming involved in violence.In recent years there has been a significant increase in violent crime. Homicides, assaults, robberies and offences involving weapons have all seen sustained growth. For children and young people, there have been particularly large increases in those who are both the perpetrators and victims of offences involving knives. This is a tragedy. Every child captured in these numbers is an important member of our community and society has a duty to protect them.The Youth Endowment Fund is a charity with a £200m endowment and a mission that matters. Founded by youth charity Impetus and its partners the Early Intervention Foundation and the Social Investment Business, we exist to prevent children and young people from getting caught up in violent crime. Many organisations have this calling. Our unique role is to identify what works best and spread the good news. We do this by finding the very best ways to prevent youth violence, funding great initiatives and working to scale them up and spread great ideas.Making this happen is a massive challenge. We will only succeed if we build a fantastic body of knowledge about youth violence and make it very accessible. Central to this is designing, commissioning and managing complex and rigorous impact evaluations with experts in the field, alongside working closely with key stakeholders and local areas to ensure that evidence changes policy and practice in a way that prevents young people from being caught up in crime.As an integral member of our evaluation team, you will be part of making sure we make the best decisions about what we fund and we design and execute the evaluations to learn from it about what works to prevent youth violence.Key responsibilitiesYour job is to lead a team to make sure we evaluate the work we fund excellently and select the experts we partner with to do so. You and your team will make sure we fund work that will best help us learn what works to reduce youth violence. You will also support the Head of Evaluation to make sure our approach to evaluation, including the principles, protocols and procedures we use, are excellent and highly respected.As a Senior Evaluation Officer, you will:

  • Help shape the evaluation approach for each round of funding we launch, ensuring that we design a funding application that will allow us to review the quality of evidence underpinning proposals and likelihood for learning for each potential project.
  • Contribute to the review of applications for funding from a learning perspective and make recommendations on which applications should be approved.
  • Design and maintain the Youth Endowment Funds guidance and procedures for commissioning evaluations, consistently looking for ways we can improve the way we do this and implementing those improvements with your teams.
  • Maintain and champion the processes and systems the evaluation team uses to organise and store a large amount of information about the status of projects.
  • Lead a team of Evaluation Officers to choose the best evaluation partner for each project and to design evaluations of projects with grantees and evaluators. You will do this by:
  • Providing the knowledge, skills and support they need to carry out their work effectively;
  • Providing regular feedback and coaching;
  • Providing quality assurance for their work;
  • Ensuring all the evaluations your team oversees stay on track to achieve their milestones and stay on budget, supporting the Evaluation Officers to course correct when needed;
  • Reviewing and approving final evaluation reports;
  • Leading by example by directly commissioning, designing and managing some evaluations yourself.
  • Lead one-time strategic evaluation activities identified by the Fund, such as commissioning an evaluation for activity that we do not fund or commissioning work to review our measurement tools.
  • Make sure the evidence we produce is communicated in a clear and accessible way which will drive sustainable change. This is critical to everything we do at the Youth Endowment Fund.
  • Support the management of our panel of evaluators and expert panel.
  • Represent the Youth Endowment Fund externally as requested at events, roundtables or partner meetings.
  • About youYou are this sort of person:
  • You are committed to tackling youth crime: You are passionate about the impact prevention and early intervention has. You dont want your days to pass without making a difference.
  • You are experienced in evaluation and research: You have significant experience in carrying out or commissioning research in academia, government or a related sector and a strong knowledge and technical expertise in a range of analytical and evaluation techniques, such as randomised control trials and quasi-experimental designs. You have designed and carried out your own research and have experience carrying out applied research methods including quantitative and qualitative approaches.
  • You have a post-graduate (Masters or PhD) qualification. This is in a relevant field such social science, social policy, public health, health services or other field, with a significant quantitative component, or relevant experience equivalent to a Masters qualification.
  • You bring the best out of your colleagues: You have experience leading and empowering others to manage their workload to achieve amazing results.
  • You really know what makes great research and quality evidence: You can design and draft high-quality research proposals including the sample, measurement and analysis. You are confident in assessing the quality of evidence that underpins interventions and can guide decisions on grant applications.
  • You are an excellent communicator: You can produce technical documents that accurately report methodological and statistical information. You will combine this with experience of communicating complex evidence and analysis in a simple and accessible format to non-experts,You are highly organised and like work
