Job Description

Programme Director - Tax and Public FinanceSalary: £40-45,000 + benefitsLocation: London EC2 - remote working may be consideredHours: Full time. 09:30 - 17:30, Monday-Friday. Some possible flexibility around hours workedInternational Lawyers Project (ILP) was founded in 2005, We support civil society, investigative journalists and reform-minded governments in developing countries to address economic inequality issues. By leveraging our network of thousands of independent legal experts ILP has helped reformist actors balance the scales of justice in more than 80 countries to bring about economic and social justice through curbing fiscal leakages and tax evasion, reducing corruption, equalising tax policies and strengthening media freedom.We are culturally sensitive and client-led. We help local actors build their legal capacity to achieve economic justice, whether through formal legal training sessions, workshops, reviewing or drafting legislation and policies, legal representation, and legal advice, or through extended engagement and mentoring for communities, officials, and civil society representatives on how to use legal approaches to create long-lasting change in some of the worlds poorest regions.The position of Programme Director is a prominent one within the ILP team. Reporting directly to the Executive Director, we are looking for a highly experienced professional with a background in Tax Law and Development and Public Finance to join our small but dynamic team. The role represents an excellent opportunity to be involved in leading our public financial governance, tax reform and international development work. This entails developing projects with a range of clients and partners, including governments and government bodies (such as revenue authorities), as well as international agencies and NGOs who focus on taxation reform.You will advise and support developing countries by implementing strategies at both national and regional levels, to address inequitable taxation, facilitating learning from each other and from international best practices on issues such as royalties on natural resource management, advising on double tax treaties, drafting and reviewing tax policies, legislation and regulations. The work is intended to promote fairer and more effective taxation/public financial management to help meet development goals, including enhanced rule of law and sustainability.This role encompasses the full project cycle and typically requires focus on, assisting in obtaining funding for these projects, fulfilling compliance obligations including budgets and board reporting and dealing with the evaluation of, and learning from, projects.Relevant skills and experience

  • Substantial experience as a qualified lawyer preferred or, in another relevant discipline such as accountancy, economics, international financial policy
  • Significant, relevant experience and knowledge relating to tax systems in an international and development context
  • Effective interpersonal and team working skills and a collaborative mindset
  • Strong administration and coordination experience
  • Demonstrable international development project management skills and experience
  • Ability to develop and manage relationships with a range of stakeholders, including donors, civil society organisations and government representatives on an international basis
  • Experience or demonstrable ability in donor management, both in managing existing relationships and in raising funds for future projects and activities;
  • Familiarity with, or understanding and enthusiasm for the concept and practice of, pro bono legal assistance
  • Deep understanding (either from previous work experience or study) of key issues in sustainable international development, including the UN Sustainable Development Goals
  • Fluency in English is essential complemented by another language used in Sub-Saharan Africa such as French, Portuguese, Swahili (desirable)
  • Experience in developing countries and transitional economies.
