Job Description

Are you an analytical and collaborative individual, who understands quantitative analysis tools and techniques If you can work both independently and collaboratively, whilst delivering a high quality and effective service then wed love to hear from you!HM Treasury is looking for a proactive and collaborative individual to join their European Financing Team in London!The European Financing Team sits within the International Group (IG). IG are responsible for promoting and protecting the UKs economic and fiscal interests overseas. We support the Chancellor and senior officials in building relations with key international partners and represent the UK. We also analyse macroeconomic developments at a country, regional and global level; taking forward the Treasurys interests in specific issues from counter illicit finance and asset freezing to climate change and energy. We also ensure value for money from the EU budget and DfID spending.The successful candidate can expect to play a central role in our financial relationship with the European Union. There is some flexibility in how portfolios are distributed between team members, but every team member at this grade has a clearly defined area of budget expertise and responsibility. The key accountabilities for the role are:

  • Producing fiscal forecasts for UK contributions to and receipts from the EU to meet the needs of the OBR.
  • Supporting the Range E and E2 in ensuring that the UKs financial rights and obligations under the Withdrawal Agreement are appropriately reported in HMT related accounts and reports.
  • Verifying payment requests from the EU and supporting the Range E and E2 in developing payment verification arrangements for payments after the end of the Transition Period.
  • Collaborating on the UKs ongoing financial relationship with the EU over the Transition Period across their area of expertise.
  • Working closely with the UKs Mission to the EU (UKMis) and other government departments on matters related to the implementation of the financial settlement, especially in respect of customs duties collected on behalf of the EU.
  • Working closely with the rest of the team, the General Expenditure Policy team and spending teams in the Treasury, and other Whitehall colleagues to ensure that policy positions are compatible with the overall financial settlement, the desired future relationship with the EU, domestic programme replacement and UK contingency planning.
  • Supporting flexibly to the European Financing team to help build and maintain a diverse, inclusive and encouraging working culture.

The successful postholder will also be an effective relationship builder, who is able to deliver to deadlines and thrives in a fast paced environment.
