Job Description

The IFS is seeking an outstanding Country Programme Manager for the Centre for Tax Analysis in Developing Countries (TaxDev).About IFSThe IFS is Europes leading independent microeconomic research institute. Our goal is to promote effective economic and social policies by better understanding how policies affect individuals, families, businesses and the governments finances. Researchers at IFS conduct high quality empirical research, which has gained a worldwide reputation for academic rigour. Our remit and expertise cover important topics such as education, health, public finances, retirement, consumer behaviour, overseas development, tax, inequality and poverty. We communicate our findings widely, impacting upon the policy debate, the media and policymakers.About the Centre for Tax Analysis in Developing Countries (TaxDev)Building on 50 years of expertise in tax and social policy at IFS, the Centre for Tax Analysis in Developing Countries (TaxDev) - established in 2016 - has two major objectives:

  • To support the increased use of evidence in the tax policymaking process through partnerships with governments which support them to use micro-data, build quantitative technical skills, and conduct applied modelling and analysis.
  • To conduct high-quality policy-relevant theoretical and empirical research on taxation and social protection in low- and middle-income countries.TaxDev is being delivered in collaboration with the Overseas Development Institute (ODI) and works with Ministries of Finance (MoF) and Revenue Authorities in Ethiopia, Ghana, Uganda and Rwanda and with a network of academics, tax research institutes and international organisations. The Centre is funded by the Foreign, Commonwealth and Development Office (FCDO).For more information about the programme, please visit our website: /.Purpose of the roleThe Country Programme Manager will oversee TaxDevs programme in Ethiopia, supporting the Country Adviser and working closely with the Country Programme Lead and TaxDev colleagues. This is an exciting and varied position combining rigorous policy-relevant research and analysis, stakeholder liaison, and project management. It involves regular travel to Ethiopia (COVID-19-health and security-related situation permitting), and ensuring the development and implementation of a programme of training and capacity development activities, applied policy research and analysis, and dissemination to key internal and external stakeholders. Depending on the successful candidates background and interests, there is scope to participate in research projects on tax and social protection policy in low- and middle-income countries more broadly, and/or to work across TaxDev countries.Main dutiesPolicy Analysis and Research
  • Map the legislative and administrative frameworks governing tax and transfer policies in partner countries, and keep up-to-date with policy developments and debates.
  • Use this knowledge to help identify tax and transfer policy and research questions that could be addressed as part of the TAXDEV programme, and where appropriate, liaise with the IFS and ODIs network of researchers and academics to identify opportunities for collaborative research projects.
  • Conduct in-depth data scoping activities, draft and establish data sharing arrangements between the IFS, ODI, and the MoF and develop systems for formatting, cleaning and processing data for analytical purposes.
  • Plan, manage and undertake high quality applied analytical projects, and develop tools with support from the cross-country IFS and ODI research teams. This will involve working with government partners and these teams to determine the appropriate methods, identify potential data sources, conduct analysis, interpret findings and draft reports and policy briefings.
  • Support analysts to respond to questions from policy makers using analytical tools developed by TaxDev, and develop systems and processes to ensure that routine analysis can be conducted efficiently and accurately.
  • Work on broader quantitative economic research and policy analysis, in collaboration with other IFS and ODI researchers and the TaxDev research network.
  • Draft reports, working papers, journal articles and policy briefs.
  • Play a wider role in the intellectual life of the IFS and TaxDev, through informal discussion, participation in reading groups and internal seminars.
  • Maintain high standards of intellectual rigour and objectivity in research and presentation.
  • Project management
  • Ensure strong and productive working relationships between the TaxDev team, MoF analysts, other government partners, such as the Ministry of Revenues, and other research and policy stakeholders in Ethiopia.
  • Develop, document and implement a long-term project plan and shorter-term activities to support the achievement of this plan which meet MoF and FCDO and TaxDev priorities and timelines. Ensure that all project activities progress in line with these plans, making adjustments and communicating changes where necessary.
  • Oversee the negotiation of research deliverables, work plans and budgets for data collection agencies and sub-contractors (if required).
  • Ensure that information about data, policy and research questions and skills in Ethiopia is effectively shared with colleagues across all four countries, and feeds into broader TaxDev planning and delivery.
  • Partner Training
  • Identify partners training and professional development needs and objectives, and develop a structured, well-sequenced training programme to respond to these needs.
  • Develop and deliver appropriate training workshops and study tours.
  • Develop and maintain training manuals that can be used for the continuous maintenance, improvement and embedding of analytical tools, and that can be adapted for publication on the IFS and ODI websites as examples or guides for other countries.
  • Dissemination and impact
  • Lead the write-up of policy reports and briefing notes as part of these dissemination and impact activities.
  • Coordinate project communication, liaison and engagement activities and communicate the findings of the research to policymakers and the broader public policy community, including potentially with the media, with other stakeholders, and funders.
