Job Description

Fire Safety AdvisorSector:HealthcareJob Type:TemporaryDuration:this is expected for 6 months with possible extension for another 12 monthsLocation:South West LondonSite:The successful candidate will be expected to work at our client’s site which is a Hospital and any other client sites requiredIR35:This will be inside IR35Band:7Pay Rates:£23.00 to £26.00 paye per hourStart:ASAPWorking days and hours:Monday to Friday, 37.5 Hours, 9am to 5pmKey Skills and Experiences

  • The fire safety advisor is accountable to the Assistant Director Health, Safety and Fire.
  • Advising Estates Staff on technical fire matters and monitoring the state of fire in the Trusts premises;
  • Advising and assisting managers in the interpretation and application of fire legislation;
  • Advising Departmental Managers of their initial and continuing responsibilities in respect of their designated premises requiring fire certificates under the Fire Precautions Act 1971; as amended.
  • Fire Precautions (Work Place) Regulation 1997 as amended 1999.
  • Involvement in fire safety audits with Nominated Officers (Fire) regarding state of fire precautions in Trust premises;
  • Recommending prioritised actions in respect of safety improvements following risk assessment Fire Code HTM 86;
  • Liaison with Estates Staff, Planning Teams, Local Building Control and Fire Authorities in the specification of fire precautions in new and existing premises;
  • Preparing training programmes for all staff, liaison with Nominated Officer (Fire) in the organization of regular fire drills and staff training and to keep records of all training;
  • Advising Estates Staff on the siting and the effective maintenance of first aid firefighting equipment, fire safety signs, notices, etc.;
  • Investigating all fire incidents and keeping accurate records and forwarding fire reports to NHS Estates; and where necessary produce a written report with time scaled recommendations.
  • Advising Estates Staff of the safe working procedures for contractors on Trust Premises;
  • Maintaining an up-to-date list of Nominated Officers (Fire) and their deputies together with details of their areas of responsibility. Returns from Nominated Officer (Fire) required to be sent to Fire Safety Advisor on form Appendix A.
  • Assisting in Producing a mandatory Annual Report of FireCode Compliance as required by FireCode and NHS Estates; and
  • Assisting in Producing an Annual Trust Fire Report detailing training undertaken, fire incidents and statistics, current level of compliance with FireCode and status of Fire Notices received from the Fire Service.
  • Ensuring that a "Fire Plan" of all Trust premises indicating escape routes, compartmentation and other fire resistant construction are maintained and copies held within Estates & Facilities and are issued to other managers as necessary;
  • Ensure that a fire log is maintained for all premises recording all maintenance matters relating to Fire Safety e.g. failures, inspections, tests and drills.
  • Assist the Fire Safety Manager to facilitate meetings of the Fire Group(s) for each premises with the remit to meet at least four times a year to consider site issues relating to Fire Safety together with progress in resolving outstanding deficiencies.

  • Evidence of and willingness to participate in Continued Professional Development
  • Understanding of Health and Safety legislation and its application to a healthcare environment.
  • Senior experience in a Fire Service, combining practical operational experience and experience in enforcement and risk assessment.
  • Thorough knowledge of Fire Safety, Fire Risk Assessments, Fire Legislation and Codes of Practice and Fire Safety Training
  • Evidence of achievement of organisational/development objectives.
  • Preparing and delivering training programs
  • Experience of healthcare fire safety and knowledge of NHS guidance FireCode and HBNs.
  • Ability to undertake Fire Safety Audits.
  • Effective Interpersonal and Communication Skills.
  • Able to communicate confidently and effectively to colleagues at all levels and contribute to meetings.
  • Ability to work under pressure, prioritise and work to deadlines.
  • Ability to Devise and Deliver Training Programs

  • Qualifications and Training
  • Educated to Master’s degree level or equivalent professional qualification relating to Fire Safety and or extensive experience in fire safety in a senior position.
  • Member/Graduate grade of the Institution of Fire Engineers (IFE) or Institute of Fire Prevention Officers (IFPO) etc.
  • Understanding of Health and Safety legislation and its application to a healthcare environment.
