We are looking to recruit a Transport Officer (Passenger Transport) for a local authority in Leicestershire on a temporary basis, starting ASAP. Paying £13.70ph, this role is an ongoing assignment and could result in a permanent position for the right candidate.Duties and Responsibilities:1. To ensure that the services are delivered for the benefit of the people of Leicestershire.2. To maintain positive and cooperative working relationships with customers and colleagues within the team and across the service.3. To ensure activities are delivered in the most efficient and effective manner as possible.4. To ensure the effective and efficient planning and procurement of passenger transport services both manually and using available ICT systems.5. Deliver a programme of efficiency reviews of other aspects of the service, including the purchase of season tickets and the provision of transport for ‘fare paying’ passengers.6. Assist with liaison and notification of current standards with/to in-house fleet management and to external contractors.7. Assist with guidance on the usage, maintenance and record management of Service Responsibilities specialist equipment for carriage of passengers on contracted services.8. Ensure vehicles are properly licensed and insured appropriately by the contractor, maintaining administrative procedures as appropriate9. To assist with the provision of training courses for Clients, Contractor, Private Hire Operators and internal staff as required.10. To co-ordinate inspections of contract time-keeping, contract operation and other matters relevant to the County’s duties in respect of passenger transport.11. Maintain up to date and accurate records, including control and maintenance of the Transport Databases and all Transport related manual systems and the provision of timely and accurate Management Information.12. To assist in developing/maintaining business processes.13. To assist in the effective organisation of transport activities and vehicles, including the planning of the annual review and re-allocation of school transport in the period leading up to each autumn term as required14. To assist in the development and collection of data and statistics relating to all passenger services15. To communicate effectively with colleagues, stakeholders and service users and their representatives when required, written and verbally, including complaintsSpecial Factors• The nature of the work may involve the jobholder carrying out work outside of normal working hours.• The nature of the work may involve the jobholder carrying out work at different locations than their designated base.In order to be considered for this role, you will need to have the following:• NVQ Level 3 or equivalent in a relevant subject area.OR• Experience in (A) and (B) belowA)• Using of Microsoft Excel, Access, Word and other MS Office applications to a high standard• Analysis of loading and/or statistical information• Working to tight deadlinesB)• Working in a transport procurement environment• Collecting, collating and manipulating statistical information• Using databases and spreadsheets to produce reports• Dealing with members of the public by telephone includingdifficult conversations• Co-ordination and ensuring efficient organisation of transport services• Negotiation with external contractors
