Job Description Permanent, Full TimeUp to £53,523 per annumLocation: ChelmsfordWorking Style: Anywhere workerClosing Date: 7th March 2024The opportunityThe Essex Renewal Fund (ERF) is a revolving investment fund for complex land and property projects, and supports the Council’s commitments to good jobs, future growth and investment, green growth and levelling up the economy. Over thenext 20 years, the Fund aims to invest over £100m, supporting 1,500 jobs and bringing to market enough land to deliver 1,000 new homes.When you join us in this role, you’ll be responsible for maximising the financial and non-financial benefits of ERF projects. You’ll fulfil the client role for the Fund, commissioning internal and external colleagues to buy land, secure planning and otherconsents, and appoint and contract manage design and technical consultants. You’ll also advise on the market-facing aspects of scheme development, carry out financial appraisal, negotiate funding / promotion / development agreements, and oversee sales andmarketing for lettings and disposals.You’ll be supported by a fund, asset and lettings management firm, and will direct multi-disciplinary professional teams including real estate consultants. You’ll also work closely with ERF’s in-house economist and programme coordinators, and the Council’sdevelopment surveyors and project managers.During a typical week, you might…Appraise a development land opportunity for potential acquisition, working with ERF’s fund and asset managers to assess the nature and extent of market failure. Support business case development by ERF’s in-house economistLead on the negotiation of a promotion agreement for a sector development project, supporting ECC’s Legal and Finance teams to complete the transaction. Produce robust evidence of progress, efficiency and value for money for the projectLead on appointing design and technical consultants during RIBA Stages 0 to 2. Promote health and safety, environmental sustainability and quality management in a positive and constructive mannerLead on securing planning and other consents for a town centre refurbishment project, working closely with the Project Manager assigned to the project by ECC’s Infrastructure Delivery DirectorateAdvise on the market-facing aspects of a light industrial Grow-on Space development, ensuring that premises meet occupier needs to maximise financial and non-financial outcomesMeet with ERF’s asset and lettings managers to discuss the performance of lettings and disposals at a development of light industrial Grow-on Space units, drawing insights and applying lessons learned to ensure continuous improvement.
