Job Description

Your New roleAt National Highways, were looking for a Head of Planning and Development to join our Yorkshire and North East region based in either Wakefield, Darlington or Leeds. As part of the role, youll lead the identification and analysis of the regions customer,social, economic, and asset requirements and translate these into long term plans and solutions that put the customer at their heart, deliver value to stakeholders, are commercially viable and meet the wider National Highways business strategy.This role requires UK Security Vetting/National Security Vetting check.What youll be leading on

  • Proactively lead the identification and assessment of regional demand, through regular and systemic analysis of multiple types of data (e.g. customer, regional development, assets etc.)
  • Lead the development and prioritisation of regional business and asset plans and forecast total expenditure budgets, ensuring these remain relevant, commercially viable and deliver value to customers and stakeholders.
  • Proactively lead the management and prioritisation of designated funds requirements and approaches for improving investment decision making, optimising the lifetime cost/value of the asset portfolio in scope, and delivering measurable efficiency benefitsin line with agreed targets.
  • Lead the development of effective and collaborative relationships with regional stakeholder and customer groups, through regular engagement, communication and sharing of information.
  • Lead the engagement with internal stakeholders and ensure the strategic planning process accounts for regional needs and constraints, including the provision of Operations representation on Major Projects from initiation to project completion.
  • Continuously review asset management and planning capability, processes and approaches, identifying opportunities for improvement and leading the implementation of changes, as required; champion and share best practice across Operations and the wider organisation.
  • Lead the delivery of high-quality planning control services aimed at securing sustainable development for the region, in line with wider economic, social and environmental goals and/or constraints.
  • Ensure that relevant statutory and regulatory duties, operations standards, service delivery manuals, requirements and guidance are appropriately discharged.
  • As a member of the leadership team, contribute to the ongoing development of the commercial and strategic imperatives for the region, ensuring it continues to deliver high quality services that meet business and customer expectations.
To be Successful
  • Demonstrable experience of leading the creation of a future programme of works based on asset management that is deliverable against a complex backdrop of requirements
  • Demonstrable experience of developing long term business and asset management plans
  • Up to date knowledge and understanding of CDM and health and safety regulations
  • Experience in developing and managing annual financial plans including the development of budgets, capital programmes and service level contracts
  • Knowledge of supplier and contract management
  • Proven commercial and financial acumen
  • Exceptional stakeholder management skills
  • Project or programme management experience
  • Awareness and knowledge of duties to be discharged through relevant statutory and regulatory duties, operational standards, manuals, requirements and guidance
