Job Description

JOB TITLE: Safety, Health, Environmental & Quality ManagerDEPARTMENT: Safety, Health, Environmental & Quality (SHEQ)LOCATED: Pearson TQ (PTQ) - WainscottRESPONSIBLE TO: Head of TrainingSUBORDINATE STAFF: N/ASCOPEManagerial Appointment .   1. SHEQ Support & Advice:
  • Manage, develop, support and give appropriate and correct advice to service users on the PTQ SHEQ management systems. Ensure the effective management of these systems for the benefit of all PTQ Staff, Contractors and Visitors, whilst maintaining a safe trainingenvironment for military trainees.
  • As and when required it will be necessary to travel to other RSME/PTQ/Pearson plc Sites (Generally 3 RSME - Minley and Pearson Construction Academy (PCA) - Swanley ) and on occasions to external locations.
  • Carry out Accident Investigations when required.
  • Carry out accident/incident reporting internally (RSME) and externally (Pearson).
  • Review and maintain the existing two yearly SHEF Objectives & Compliance Plan.
  1. PTQ Polices:
  • Produce, apply, review and manage PTQ policies and procedures relating to Safety, Health Environment and Quality (SHEQ).
  1. Management of ISO Standards:
  • Review, develop and manage the ISO 9001, 14001 and 45001 Standards, ensuring the current accreditations for PTQ are both audited and upheld.
  1. Integrated Management System (IMS):
  • Maintain the IMS
  • Input and retrieve data into and from the PTQ IMS. This includes the production of new documentation/procedures and/or the amendment of existing documentation/procedures.
  1. PTQ PoC:
  • Be the initial PTQ PoC in relation to all SHEQ matters, with the Authority (Military), Holdfast, Babcock and external agencies i.e. HSE, Env Agency, ISOH, BSC, etc.
  1. Maintain Close Liaison:
  • With all Stakeholders within the PPP contract, also in particular with Pearson, ensuring we comply with the wider Pearson policies.
  1. Additional Responsibilities:
  • Carry out and complete/manage any other reasonable task(s) as deemed fitting and commensurate to a SHEQ Manager.
GENERAL DUTIES
  1. Safety, Health, Environment and Quality Policies:
  • Review and develop the PTQ Safety, Health, Environment and Quality policies and procedures to meet legislative requirements i.e. relevant regulations, ACoPs, industry/manufactures, guidance, etc.
  • Liaise with Pearson plc, Pearson TQ, Holdfast, Babcock and the Authority staff on implementation of the Companys SHEQ arrangements.
  • Ensure that all Company users are conversant with the PTQ SHEQ arrangements as appropriate, support managers in their compliance and assist training staff in their SHEQ responsibilities.
  1. Risk Assessments:
  • Carry out, complete and record Risk Assessments when required.
  • Review the centralised PTQ Risk Assessment Register to assist the Departmental and Phase managers in producing effective risk assessments, with suitable and sufficient control measures identified.
  • Ensure that Departmental risk assessments are maintained locally, updated annually and recorded in a local Register.
  • Discuss deficiencies with the relevant Manager(s) (and/or contractors), and agree any appropriate action required.
  • With the assistance of Phase Managers, devise, implement and measure, the performance of local monitoring systems and procedures.
  1. Health Surveillance:
  • Liaise with Pearson TQ UK Human Resources (HR) on occupational health issues and health surveillance requirements where a given risk assessment has identified a need.
  • Arrange and organise general and role/task specific Health Surveillance Assessments.
  • Also, in consultation with HR (for Data & GDPR requirements), maintain records of any PTQ staff health surveillance completed.
  • Personally notify the HSE if a Notifiable accident occurs and/or disease is identified.
  1. Communication with Clients/PTQ Staff:
  2. Provide regular SHEQ Reports to Holdfast, Babcock, the SMT, Pearson TQ Health & Safety and Compliance Manager and in-house SHEQ Committee Minutes as appropriate.
  3. Provide Company Staff with comprehensive and relevant information, or advice, as requested on:
  • a. hazards identified for a given/specific task(s), including any outside the PTQ AoR;
  • b. general /specific preventative, protective and risk control measures required/taken and identity staff nominated to implement them;
  • c. procedures relating to High Risk Activities, including operational danger areas and d. on any other SHEQ matters, PTQ procedures, documentation, processes, operations and legislation i.e. relevant regulati
