Property is at the heart of delivering Network Rail’s ambitions for the railway, with our portfolio covering workplaces, town planning, land strategy and driving commercial income from retail, commercial estate and developments in conjunction with commercial partners.Brief DescriptionThis role is based within the central Property team and is specifically focused on the delivery of a mix of commercial development, including but not limited to delivery of challenging housing targets, retail investment/development and mixed used commercial development.You will be commercially focused and will undertake the provision of Town Planning advice within Network Rail and to external clients and stakeholders to a high professional standard. This will involve the subsequent submission of relevant applications to Local Planning Authorities and potential appeals.The successful candidate will be educated to degree level or equivalent in a relevant town planning qualification, training towards or already MRTPI or MRICS qualified, have strong communication skills both written and verbal, at least two years practical town planning experience, preferably within commercial development, consultancy or client-side role(s).The candidate should also be able to demonstrate experience of dealing with members of the public, strong presentation skills, commercial accruement and will be a positive and proactive team player.There is rarely a typical day with a varied and interesting caseload supporting commercial Property in the delivery of a mix of projects.About the role (External)What will I do in this role

  • Provide Town Planning services to support the delivery of Property commercial projects.
  • Maintain strong relationships with, and be responsive to the needs of, individual customers on specific projects and programmes across the range of Town Planning services.
  • Support existing relationships with external stakeholders to facilitate delivery of Town Planning services, on specific projects and programmes, through external processes.
  • Deliver advice and consents to support the delivery programme. Represent Network Rail externally in negotiations on less complex technical Town Planning issues.
  • To develop and maintain close and effective working relationships with internal colleagues to enable efficient and effective service delivery.
  • Deliver an efficient and effective Town Planning service to the specified client group(s) including (but not limited to) preparing and submitting statutory planning and related notifications and applications, submitting appeals, responding to statutory development plan consultations and providing development appraisals.
  • Provide technical leadership on the full range of Town Planning services.
  • To be considered for this role you must:
  • Be educated to degree level or equivalent
  • Be participating in, or eligible for, for RTPI or RICS licentiate scheme
  • Have strong communication and negotiation skills
  • Desirable
  • Some town planning PQE
  • Consultancy or Client-side experience
  • Understanding of heritage legislation and issues
  • Understanding of environmental legislation and issues
  • Full Driving Licence
