Job Description

Strategic ManagerFinance and CommercialStoke-on-Trent City Council are currently undergoing an ambitious transformation across their services and are partnering with Castlefield to support this exciting change. After successfully adding a number of driven individuals as part of the initial phaseof the transformation, we are now looking for an additional 12 candidates with the ambition and determination to continue this journey and become influential members of a forward-thinking finance team.As part of this transformation, Stoke are looking to identify a Strategic ManagerFinance and Commercial,to oversee a number of key service areas including Housing, Development & Growth, and Commercial Services. This role is an initial 12 monthFixed Term Contract, pending further review upon completion.The Strategic ManagerFinance and Commercial post will be responsible for the development, implementation, and maintenance of an effective corporate finance function to provide the necessary statutory and support services to ensure the Council.Further responsibilities include;

  • Leading as key business advisor to Members, City Director, and Senior Management Team by providing strategic financial advice to and on behalf of the Section 151 Officer
  • Leading on, directing, and managing the Medium-Term Financial Strategy (MTFS) for the City Council as an integral element of the overall City Council Financial Strategy
  • Assisting and supporting the Director of Strategy and Resources in providing strategic direction in respect of the overall corporate financial governance requirements of the Council
  • Representing the Director of Strategy & Resources in the statutory role as finance lead in Council committees, meetings and any other forums as required
  • Management, leadership, and development of customer focussed Finance Team
The successful candidate;
  • CCAB/CIMA qualified Finance professional with evidence of continuing personal development, and the ability to build influential relationships at strategic level
  • Proven track record of motivating and inspiring staff in order to deliver a change agendas and drive improvements
  • Success in management and achieving sustainable improvements, sometimes in challenging circumstances
