Job Description

This Quantity Surveyor / Commercial Manager role will closely support the Programme Director in leading and advising on all aspects of the Levelling Up Programme for Stoke-on-Trent City Council.This is a true career defining position and applications can be made below.Client DetailsStoke-on-Trent City Council is a unitary authority which has received the single largest financial award as part of the Governments Levelling Up Programme.Stoke-on-Trent has been placed at the heart of the Governments Levelling Up agenda. The council was successful in securing three major packages of investment and has been awarded a total of £56M to deliver its Levelling Up Programme. This scale of investment,alongside other public and private sector monies will help aid the regeneration of this fantastic city and help to unlock the true development potential of Stoke-on-Trent.Stoke-on-Trent, once the world centre of the ceramics industry, has a rich and fascinating history, it continues to broaden its economic base and secure high value employment opportunities for its residents. Stoke-on-Trent City Council is an employer of choice and supports its employees to be the best they can be.DescriptionThe Quantity Surveyor / Commercial Manager is a pivotal role within the Levelling Up team and will directly support the Programme Director to ensure that the councils exposure to risk is minimised and that the necessary suite of contracts are in place toensure the successful delivery of the whole Levelling Up Programme.Specifically, it will ensure robust commercial approaches and capital programme management processes are followed, to deliver value for money to agreed quality and time parameters on behalf of the City Council. The Levelling Up Programme is a complex public-privatepartnership with multiple investors and will require a higher degree of commercial acumen and the ability to work across organisational boundaries. Please contact Joe Glendon on to discuss this role in moredetail.ProfileThe successful Quantity Surveyor / Commercial Manager would ideally have the following skills and experience:Be qualified to degree level in a commercial discipline (e.g. Surveying/Finance/Legal/Procurement) and also hold a post graduate qualification or membership of a professional body such as the Royal Institution of Chartered Surveyors, the Institute of CommercialManagement or similar.You will need to have an excellent understanding of public and private sector commercial development, and the contracts that are associated with construction and, development matters. Having a strong understanding of how these contracts function and howthey are procured is central to the role.Substantial post-graduate experience in a similar role with a demonstrative track record of achievementA significant track record of effective contract management and being commercially astuteDemonstrable track record of successfully leading large complex cross cutting corporate priorities through to deliveryApplications are welcomed from candidates in either the public or private sector and this could be an ideal opportunity in particular for an experienced Commercial Manager currently in the private sector but considering a switch to the public sector.Job OfferThis is a permanent position with a salary of £47,665 to £50,740 on offer.
