Job Description

We are delighted to be recruiting a Programme Director, whose responsibility will be to lead the Levelling Up Programme for Stoke-on-Trent City Council. The exciting large-scale projects for the city which will play a key part in demonstrating Stoke-on-Trentsambition to ensure continued growth and investment within the local economy and is an opportunity for you to create a lasting legacy for the people and region of Stoke-on-Trent.Client DetailsStoke-on-Trent has been placed at the heart of the Governments Levelling Up agenda. The council was successful in securing three major packages of investment and has been awarded a total of £56M to deliver its Levelling Up Programme. This scale of investment,alongside other public and private sector monies will help aid the regeneration of this fantastic city and help to unlock the true development potential of Stoke-on-Trent.Stoke-on-Trent, once the world centre of the ceramics industry, has a rich and interesting history, it continues to broaden its economic base and secure high value employment opportunities for its residents. Stoke-on-Trent is a brilliant place to live andwork with quality yet affordable housing, easy access to areas such as the Peak District and great connectivity via road and rail. Stoke-on-Trent City Council is an employer of choice and supports its employees to be the best they can be.DescriptionThe Construction Programme Director will lead on programme delivery; develop the strategy and business cases for priority investment projects and be responsible, as client-side representative, from initiation to completion of Levelling Up Stoke-on-Trent.This also includes the relocation of the Home Office into Stoke-on-Trent under the Governments Places for Growth Programme.All projects will be commissioned, and the Councils own role will vary depending on the scope and role the Council is taking. Projects within the programme will vary in size and scale, involving a complex public private partnership with multiple investorsand will range in size from £0.5m to £300m.You will lead a team of 7 direct reports, with matrix management for a wider pool of supporting staff, who will work closely with you to ensure the successful delivery of the Levelling Up strategy and programme. Please contact Joe Glendon on to discuss this role in more detail.ProfileThe successful Construction Programme Director would ideally have the following skills and experience:

  • Be qualified to degree level in a construction based discipline (Surveying/Architecture/Civil Engineering/Planning/Economic Development) and have an excellent understanding of the partnerships and relationships between the public sector and private sectorthat allow a region to be developed and to thrive.
  • Ideally have previously delivered a programme of large-scale projects that have involved joint collaboration between private developers and public sector organisations.
  • Excellent understanding of public and private commercial development and funding climate, specifically relating to the delivery of built assets and infrastructure
  • Detailed understanding and awareness of government strategy and policies, the legislative framework and regulations,
  • Detailed understanding of best industry practice affecting the regeneration, infrastructure and development market and delivery opportunities
  • Detailed understanding of the budgetary process required in managing a services function, including budget setting, financial monitoring and reporting
  • A detailed understanding of public sector funding processes (scenically a detailed understanding of the process relating to bidding for public sector funds) including liaison with external funding bodies, grant claims, monitoring, evaluation and audit.
Job OfferThis is a permanent position with a salary of £71,942 to £75,442 on offer.
