Job Description

CHP are an award winning, people focused organisation based in Chelmsford, Essex, and we are hiring. We have been providing more homes for people unable to rent or buy privately since March 2002 and we aim to build a home a day - 365 new homes per year.We are looking for a Project Manager to join us for a 6 month Fixed Term Contract to provide project management to support the pre-construction phase of the Parkside project, covering all activities up to commencement of site works, and to act as the single point of contact for the professional teams, legal advisors and internal senior management.There couldnt be a more exciting time to join CHP as we are currently experiencing three times the growth of the industry average.   • Reports to the Assistant Director of Homes and Places (Assets).
  • Budget responsibility / expenditure authorisation
  • Authority to pre-approve invoices from consultants and specialist advisors and recommend for payment inline with contractual terms
  • Accountabilities
  • Act as single point of contact for daily response to Arup queries to protect CHPs interests and reduce any emerging risks;
  • The post holder will manage the interface between the client (user) team, the design team and appointed consultants;
  • Liaise with existing CHP employees over past or current knowledge of Parkside to fully understand the deficiencies in the construction and building safety attributes of the building;
  • Assess enquiries by type such as contract, employers requirements, specification, architectural or cost and provide appropriate guidance and/or responses;
  • Decide if senior sign off/debate required and arrange circulation of pre-reports to obtain timely instruction and not hinder the design work;
  • Pre-approve Arup invoices to ensure smooth progression of the project;
  • Assess the queries for litigation and progress accordingly, working closely with CHP legal advisors;
  • Monitor progress against proposal submission and chase relevant parties to resolve outstanding matters;
  • Raise enquiries/concerns with Arup project members to ensure full understanding of scope;
  • Familiarise with original contract and expert reports to understand key areas of failure;
  • Present weekly progress updates to Assistant Director and jointly attend project meetings with Project Sponsor where necessary;
  • Assist in the preparation of board papers and decision papers, as required;
  • Be aware of and comply with Statutory and Legal obligations, the Groups corporate aims, values, policies and procedures as well as good practice;
  • Support the business in the delivery of projects on-time, within scope and within budget;
  • Identify project risks and ensure these are appropriately managed;
  • Use appropriate controls to manage changes in project scope, schedule and costs;
  • Undertake any other responsibilities relevant to this post, as directed by your line manager.
  • PERSON SPECIFICATIONEssentialQualifications
  • HNC/HND in a construction related discipline;
  • High standard of literacy and numeracy;
  • Full, clean driving licence and access to a vehicle for work purposes;
  • IOSH or NEBOSH qualified.
  • Experience, knowledge and skills
  • Good fire safety experience such as a FRA Assessor and experience of providing expert witness type reports;
  • Previous experience of working as a Project Manager.
  • Conversant with construction drawings; specifications, terminology and able to digest expert technical reports and translate for a wider audience;
  • Surveying experience especially involving tall buildings and identifying defects in construction installation and workmanship;
  • Proven track record in dealing with building defect claims and collaboration with legal advisors.
