Job Description

The Role:To liaise with Colleagues, Elected members and the local community to understand needs and to help deliver the boroughs Cleaner, Greener and Safer aspirations with regards to place based activity and ensuring services are delivered in a holistic way whilstproviding value for money. The post will have specific or secondary responsibility for supporting the delivery of either Highway or Public Realm based services dependant on business need. Duties undertaken will range from statutory highways inspections, monitoringcontract compliance to delivering local plans and projects, Neighbourhood Delivery Officers are front line officers resolving problems within local neighbourhoods, identifying community/resident and elected member priorities and working with other partnersto harness resources and resolve issues.Responsibilities:

  • To develop effective working relationships with other Council service areas, Councillors, Retailers and Businesses, partner organisations and the local community.
  • Organisation and delivery of statutory inspections of highways to ensure that the Councils legal obligations are fully complied with. All inspections are to be undertaken in consideration of other disciplines within the divisions operational areas, toensure the harmonisation of maintenance practice and standards consistent with users expectations, for example but not exclusive of Street Cleansing, Street Lighting, Refuse and Grounds Maintenance and Construction schemes.
  • To monitor the quality of service and compliance with all works undertaken through the councils Strategic Highway and Environment contracts. Using the information gathered to review and improve performance against set Key Performance Indicators.
  • Assist with the preparation of a Local Area Action Plans based on consultations with key stakeholders. It is expected that these plans will alter over time to meet changing service and community needs.
  • Working in partnership with the authoritys highway and environment contractors, regulatory services and compliance officers delivering good value services to all customers through high quality maintenance regimes, community safety resolution and communitycapacity building.
  • To provide advice and information to the local community, on highway, public realm and environmental issues, signposting local services where appropriate.
  • To investigate reports relating to place based issues from the local community, businesses and other sources, recording findings and initiating action as required.
  • The post holder will be required to support the Councils out of hours operation by taking part in the stand-by rota, which covers evenings, weekends and Bank Holidays, to help deliver winter maintenance and emergency highways and environment services.Responsibilities whilst on stand-by include responding to phone calls and taking appropriate action to manage customer and operational tasks.
  • Candidate will need to be able to drive and have own vehicle.
