Job Description

Here at HM Land Registry, we have an exciting opportunity available for you to join us as a Programme Manager. You will receive a competitive salary of£52,667 - £61,262 per annum (Croydon £56,694 - £65,388per annum). The post is offered on a Flexible working, Full-time, Part-time or Job share basis.This role can be based at any of our 14 office locations listed below:Birkenhead, North West (region), CH41 6DU : Croydon, London (region), CR0 2AQ : Coventry, West Midlands (region), CV1 3BH : Durham, North East (region), DH1 5TR : Weymouth, South West (region), DT4 9TT : Gloucester, South West (region), GL1 1DQ : Kingstonupon Hull, Yorkshire and the Humber (region), HU2 8JN : Leicester, East Midlands (region), LE3 5DR : Nottingham, East Midlands (region), NG1 7AU : Peterborough, East of England (region), PE1 1QF : Plymouth, South West (region), PL6 5WS : Preston, North West(region), PR4 1TE : Swansea, Wales, SA7 9FQ : Telford, West Midlands (region), TF3 4LRAs Programme Manager, you will report to the Head of Portfolio Delivery and as part of the HMLR Portfolio Delivery Senior Management Team,you will line manage a team of Project Managers and/or Project Support Officers and the leadershipof the wider programme team.This is great opportunity to join our team taking a leading role that will have significant impact on the delivery of HM Land Registrys (HMLR) overall business strategy.There may be travel and overnight stays required.Key responsibilities for the Programme Manager:

  • Being responsible for the overall coherence, integrity and delivery of a programme of defined projects and workstreams
  • Leading and supporting a programme team ensuring they have the right skills and capacity to deliver in line with government best practice and HM Land Registrys (HMLR) project delivery standards and processes including accreditation
  • Aligning the Corporate Services Programme with HMLRs Business Strategy
  • Deliveringthe programmes outcome within time, cost and benefits; managing the programmes delivery plan, budget, risk and issues, dependencies,resources and benefits
  • Coordinating the projects within the programme to deliver the programmes agreed outcomes
  • Developing and managing the stakeholder and communications plan
What were looking for in our Programme Manager:
  • Association of Project Managers (APM) Practitioner Qualification (PMQ)
  • Prince2 Practitioner
  • AGILE PM (APMG group) or equivalent
  • Uunderstanding and ability to communicate ICT environments and experience in budget and resource allocation, including monitoring and reporting
  • Evidence of pre-empting and solving significant problems and significant experience and understanding of techniques for planning, monitoring and controlling significant programmes of work
  • Effective leadership, interpersonal and communication skills
  • Demonstrate experience of delivering change and realising benefits at a Programme/Portfolio level
  • Demonstrate effective stakeholder management, significant experience at a senior level in Programme and Project Management
  • Experience of delivering Programmes using MSP, with a sound understanding of Procurement Process and negotiation
