Job Description

Your new roleHere at National Highways we are striving for excellence so if youre looking for a new opportunity to lead a high performing team in a progressive organisation the role of Strategic Asset Investment Planning Manager could be for you!As Strategic Asset Investment Planning Manager you will lead a specialist team engaged in the development and implementation of strategic policies, processes and best practices, and the provision of associated strategic and technical advice and guidance;to deliver strategic investment planning, (including risk management and investment prioritisation). Currently the team are concentrating on planning for the 2025-2030 period, with a particular focus on developing the case for the renewals and maintenanceof National Highways assets, ensuring compliance with relevant statutory requirements and external standards, the safety of National Highways staff, contractor staff and the public; developing best value affordable solutions for customers and stakeholders.What youll be leading on

  • Providing technical investment planning direction to produce a high quality of analysis to evidence the needs of the Strategic Road Network over the next and subsequent Roads Periods.
  • Giving insight to the business of the challenges and risks of the future, together with the costs to ensure we continue to deliver service to customers, support the economy and protect the environment. Ensuring a high quality of documentation to supportthe analysis.
  • Engaging with senior stakeholders across National Highways and externally (including ORR and DfT) to collaborate on plan development then promote and gain commitment to the outputs.
  • Implementing appropriate project management methodologies to ensure quality of delivery against key milestones
  • Commissioning and managing external expert and consultancy support as appropriate; and evaluate and act on such advice to ensure objectives are achieved. Monitoring and controlling the budgets available to deliver this support.
  • Contributing to the leadership and management of the Division, including monitoring the personal development of team members and ensuring that they gain relevant experience to support their professional and career development.
To be successful
  • Proven experience of developing 5-year regulatory business plans, or similar, ideally with knowledge of asset management investment planning
  • A thorough understanding of regulated infrastructure organisations, frameworks and strategic business planning.
  • Experience of managing stakeholder relationships to achieve desired outcomes
  • Ability to use a combination of general and specialist knowledge and understanding to optimise the solutions to complex strategic and technical issues and mitigate significant levels of risk. Able to think on your feet and adapt approaches as informationbecomes available or requirements change.
  • Youll have good communication skills and will be a great collaborator, who is not afraid to undertake positive challenge and is able to work with cross-business virtual teams.
  • Strategic and Technical Specialists: Chartered Membership of a relevant professional institution or equivalent qualification / experience
  • Other specialists: A relevant degree with substantial relevant post-graduate experience
  • Budget and resource management skills
