Job Description

Your new roleAs the Divisional Director Financial Control, you will be responsible for leading the financial management activities for National Highways. Key functions within your leadership will include financial accounting, management accounting and business planning,financial transaction processing and taxation. This is an exciting opportunity to join the Finance and Business Services senior leadership team and help create a high performing culture that meets the needs of National Highways and its stakeholders.What youll be doingReporting to the CFO, this is a pivotal role within the business where youll contribute to the development and leadership of the Finance and Business Services directorate as a member of the senior leadership team.Leading the Financial Control function, your role will include:

  • Leading the development of the annual financial business plan. Shaping and commissioning the process and supporting the business to prioritise Directorate requirements into a unified plan that reflects the strategic and operational requirements of NationalHighways and the Government as stakeholder.
  • Leading the provision of in-year financial analysis, monitoring and reporting, so that the Board, Executive and line managers can make effective and timely decisions, and external stakeholders are kept informed of financial performance.
  • Leading the development and delivery of financial accounting, including our statutory accounts, which is efficient, meets organisational requirements, and is technically compliant with all relevant standards and regulations.
  • Protecting the Accounting Officer and ensuring appropriate use of public money through a robust financial control environment, covering financial delegations, the policy and process for investment decisions, meeting the requirements of Managing Public Monies(MPM) and compliance with Cabinet Office spending controls.
  • Leading the relationship with National Highways external auditors, facilitating the annual financial audit process, and co-ordinating assurance reviews of financial management systems and processes.
  • Leading the efficient development of all processes relating to financial transactions, including purchase to pay, accounts receivable and cash management, ensuring compliance across National Highways.
  • Leading the provision of tax advice and services so that National Highways has a robust tax framework which meets its obligations efficiently.
  • Ensuring the structure, capability, and practices in the financial control division foster a collaborative and high-performing culture that enables efficient delivery of agreed plans and performance.
  • Promoting the development of early talent opportunities and act as QPRT for the companys accountancy training scheme (qualified person responsible for training).
To be successfulSuccess as the Divisional Director Financial Control will require you to have:
  • Substantial experience of shaping and leading financial teams and functions, including implementing continuous improvement.
  • Experience of leading financial management and financial planning and of high-level financial analysis and advice.
  • Knowledge of Managing Public Monies requirements.
Minimum requirements for this role include:
  • Professional qualifications as an accountant, with extensive post-qualification experience.
  • Substantial experience of preparing financial accounts for a complex corporate entity under International Financial Reporting Standards (IFRS).
  • Up-to-date knowledge and experience of IFRS and the central government accounting framework (the FReM), which is the basis for the Companys consolidation into its parent (the DfT).
  • Proven ability to work across an organisation to drive high quality outputs and improvements in effectiveness and efficiency to achieve organisational aims.
