Job Description

Positive Employment is currently recruiting a 2 experienced Principal Accountants with technical accounting experience as detailed below:Principal Accountant (Capital):• Knowledge and experience of Capital and Non-Current Assets accounting, including leases and PFI.Principal Accountant (Revenue):• Knowledge and experience of financial accounting including Whole of Governments Accounts (WGA), Grants accounting and Balance Sheet monitoring.Responsibilities include, but are not limited to:

  • To be responsible for supporting the Senior Finance Manager with the recruitment, induction, training, supervision, appraisal, motivation and discipline of the Core Team staff, who have responsibility for covering all financial support functions including budgets, monitoring and closure of accounts, processes and systems, in accordance with the Councils policies and procedures
  • To be responsible for the efficient and complete preparation of detailed revenue and capital expenditure and income budgets in conjunction with operational managers and Strategic Finance Managers including input to the wide range of service areas in line with the Council’s policies and procedures
  • To be responsible for the development, maintenance and review of effective systems for budget monitoring, control, reconciliation and reporting in conjunction with operational managers, to continuously improve departmental systems in line with financial best practice as required by the Senior Finance Manager
  • To be responsible for reviewing and improving the development of local forecasts for monitoring financial and activity systems used by operational managers to ensure consistency, effective reconciliation and financial best practice
  • To be responsible for effective joint working with the council’s external partners and other external organisations, to ensure appropriate procedures and processes for setting, monitoring and reviewing the financial arrangements
  • To be responsible for the efficient and timely completion of specific tasks within the annual closing of accounts process, including the preparation and submission of a significant number of grant claims and statistical returns and the on-going maintenance, reconciliation and review of the department’s accounts including the asset register, provisions and grant claims
  • To be responsible for the preparation, analysis and provision of accurate financial and management information to be included in statutory returns and reports, in line with statutory requirements and the Council’s policies and procedures
  • To be responsible for ensuring the review and update of all documentation, policies and procedures and compliance with statutory requirements, in line with professional standards and the Council’s policies and procedures
  • To be responsible for the preparation of information to support Corporate Management Board, Joint Board and Executive reports, in particular their financial implications and responses to Members’ enquiries in relation to all aspects of the core finance function, as required by the Strategic Finance Managers and Senior Finance Manager
  • To be responsible for ensuring effective liaison with the Strategic Finance teams and budget holders in relation to timely and accurate budget monitoring, control, reconciliation and reporting
  • To be responsible for ensuring effective liaison with Government departments and statutory agencies, particularly in relation to complex matters including statutory returns and government grants, to maximise income due to the Council
  • Leading on the successful delivery of a specialist area including on-going demonstrable improvements, as required by the Senior Finance Manager
  • The successful transfer of knowledge and the development of staff to improve and enhance the quality and effectiveness of the Core team and/or the areas supported by the Core team
  • Requirements:
  • Fully qualified CCAB or CIMA Accountant with substantial experience of working at this level
  • Relevant experience of budget planning, monitoring and closing of accounts including leading on budget setting process, budget monitoring and closing for a service area
  • Significant involvement with the development of systems or processes, developing and implementing change in financial environment
  • Strong written and oral communication skills and an ability to deal effectively with queries and provide advice
  • Enhanced DBS Check
