Job Description

Reed Talent Solutions are currently working with a West Yorkshire based Local Authority to recruit for a Fire Safety Service Manager. The post-holder will ensure that all Statutory requirements of the Regulatory framework for Fire Safetyare met, policies applied and best practice considered when ensuring all council owned residential housing meets the current and emerging standards for fire safetyRole Information

  • Contract - 12 month FTC
  • Salary - £46,000 to £52,000
  • Fully flexible hybrid working
Key Responsibilities
  • Develop and maintain a fire safety strategy ensuring compliance to statutory duties under the Regulatory framework
  • Maintain a robust long term fire safety inspection and re inspection programme for all council housing
  • Oversee fire safety data ensuring data systems are properly maintained to provide accurate and timely performance reporting
  • Lead to establish 5 year funding requirements for inspection and re-mediation programmes (Capital and Revenue)
  • Contribute to a programme of building risk assessment to all blocks ensuring careful consideration of existing fires safety controls and future requirement
  • Produce regular and accurate reporting to BSAB, SMT, SLT in addition to periodic project reports.
  • Lead a team of technical specialists to develop specifications for remedial works and major projects
  • Ensure team competency is maintained at the agreed standards and training delivered through the workforce development plan
  • Provide ongoing technical support to the delivery of fire safety projects
  • Support policies, procedures and systems that effectively manage the "golden thread" of building data (fire safety) required to provide `fit for purpose` Building Safety Case Reports.
  • Ensure that all buildings are fit to occupy in line with the Building Safety Regulators Requirements
  • Work effectively with colleagues to establish robust and reliable compliance reporting across all areas of risk
  • Advise the Building Safety Assurance Board and the Accountable Person of any breaches of the required standards.
  • Develop and deliver in collaboration with other teams, the Councils Fire Safety Management Plan and related fire strategies
  • Oversee fire related incidence and provide technical support during incidence investigation
  • Support the development of a Resident Engagement Plan for each high risk building that is tailored to the needs of the tenants and residents. To work with the tenant involvement team to ensure effective implementation of the Plan.
  • Ensure that any reporting to the Building Safety Regulator is done in line with statutory requirements including any Mandatory Incident Reporting.
  • Ensure that professional knowledge of all areas relevant to the responsibilities are kept up to date (supported by a bespoke Training Plan).
  • Lead, motivate and engage with direct and indirect teams to ensure the delivery of a high-quality service, developing and implementing operational objectives including key performance indicators, to underpin the Fire Safety Management Plan and the Councilsoverall strategic objectives.
  • Build positive relationships with teams across the Council, the Growth and Regeneration Directorate, partners including the BS Regulator / West Yorkshire Fire & Rescue Service (WYFRS), peer group network and learn from good practice.
  • Contribute as required to developing new products and services which contribute to the financial viability and
  • Work with colleagues to ensure competent specialist suppliers and consultants are procured in a timely manner
Essential Criteria
  • At least five years relevant management level knowledge and experience of Fire & Building / Structural Safety related to Social Housing, the Fire Safety Order 2005 Amended (RRO) and Building Safety Bill as well as related statutory regulations, BritishStandards and sector best practice.
  • Developing, mitigating and reviewing dynamic risk assessments in order to keep people safe in residential buildings.
  • Detailed and current knowledge of the built environment
  • Diploma level in asset, building and / or compliance management (including Level 4 VRQs; NEBOSH Fire Certificate/Diploma or Certified in Applied Fire Risk Assessment (previously FRA and Fire Safety Management, etc) or equivalent
  • Construction and Built Environment: Degree level qualification
  • Professional Qualifications: MCIOB, MRICS
