Job Description

Freightserve recruitment are looking for an experienced Customs Manager for a busy Freight Forwarder. The role is based in the Heathrow area.-Managing all areas of the ETSF operation, ensuring full compliance with all HMRC / Border Forces rules and regulations. To lead, motivate and develop all operational staff working within this area of the business and provide an outstanding level of service to all stakeholders.RESPONSIBILITIES:-

  • To manage a team of people, which will include organising work schedules and issuing working instructions to ensure clearance, collection and hand over to final mile vendors is co-ordinated and delivery criteria’s are obtained.
  • Manage Carriers and handling agents to resolve exceptions and discrepancies as they arise.
  • To ensure the operation is fully compliant with all HMRC & Border Force’s legal regulations with the operating of an ETSF.
  • To be pro-active in resolving any HMRC/Border Force related queries/problems e.g CHIEF errors
  • Maintain accurate filing & archiving of all Import & Export records.
  • Ensuring full compliance of all documentation and all HMRC/Border Force updates, systems or manual.
  • Warehouse & Duty management system interrogation.
  • To ensure collaborations budget is reviewed regularly and action taken, where necessary, to ensure budget is achieved by end of year.
  • To ensure staff are trained to the correct level, and coached in there day to day activities and performance monitored.
  • To complete Quarterly internal audits on all areas of compliance, Import/Export entries, ETSF procedural audits, CFSP audits & AEO audits.
  • Carrying out Annual Appraisals on staff and setting individual and departments KPI’s, these to be reviewed quarterly.
  • You will be responsible for health and safety and expected to maintain safety manuals, inspect physical conditions of warehouse, equipment (including the training on the proper use of equipment), fleet vehicles, repairs or replacements as and when required.
  • You will be responsible for all customer complaints and expected to be able to negotiate claims. Customer care is a vital part of this role and so good interpersonal skills are very important.
  • The ETSF Manager is expected to prepare reports on the performance of the department and suggest improvements that will enhance the company’s profit margins, as well as work closely with senior management for the benefit of the collaboration.
  • Ensure all relevant records for operating an ETSF are maintained and made available when requested by either HMRC/Border Force or senior management.
  • To assist Head of Compliance & security with new or re-authorisations and updates to existing authorisations.
  • REQUIRED KNOWLEDGE & SKILLS:-
  • The preferred candidate would be educated to degree standard although significant previous experience in the role of managing an ETSF or Import department may prove sufficient.
  • Good working knowledge of customs formalities & legislation on both Imports & Exports and good understanding of CFSP & ETSF procedures.
  • The ETSF Manager is expected to develop and maintain business relationships with both customers and suppliers and therefore must be a good communicator and be able demonstrate strong negotiation skills.
  • Must have good written communications skills and importantly the ability to apply critical thinking skills and problem-solving techniques.
  • Must have excellent time management skills and the ability to organise his/her own team effectively and efficiently. You must be able to lead a team and be sensitive to the needs of others’
  • Being able to motivate and direct staff and identify the best people for the job.
  • Must have good IT skills and understanding Microsoft Office/Excel and ASM Sequoia
  • Must be decisive and able to make decisions at critical times and whilst under pressure.
  • Knowledge of customs procedure and laws would be desirable
  • Knowledge of NCTS or NES would be advantageous but not essential.
  • REQUIRED EXPERIENCE:-
  • Minimum 2-3 years’ experience in working within a customs-controlled environment running an ETSF or Import department.
  • Full understanding and knowledge of the Importation of goods into the UK and all customs systems and procedures.
