Job Description

Deputy Quality ManagerTo assist in the design, implementation and management of the Pathology Quality Management System. To work closely with the Lead Pathology Quality Manager, General Managers and Lead biomedical scientists in order to facilitate a harmonised approach to quality across BSPS. To develop and implement quality initiatives within the Pathology laboratories to facilitate the achievement of regulatory and accreditation requirements.Temporary: Expected to last until February 2021Location: Frimley, CamberleyPay Rate: £17.04 - £21.00 per hour paye plus holiday or £19.50 to £23.00 per hour umbrellaHours: Monday to Friday, 9am to 5pmThe role will be responsible for;

  • To assist in supporting the co-ordination of quality work so that change is managed in a joined up’ way. To ensure that quality priorities reflect the collaborative Trusts strategic direction. To ensure quality work identifies clear measurable outcomes and can show how benefits have been realised.
  • To assist in coordinating the work of pathology modernisation groups in areas of process mapping, capacity demand, patient experience and process redesign as required.
  • To assist in managing the Pathology Quality Management System encompassing pathology, and pathology led, services across all BSPS sites, in order to achieve results, improve service quality and identify areas for improvement.
  • To ensure that the Quality Management System meets Health & Safety and other statutory requirements, clinical governance guidance, risk management standards and the quality audit policies and procedures of the Trust.
  • To assist in developing and implementing the Quality Management System based on Accreditation quality standards, including MHRA, ISO, HFEA, HTA. To assist in the development and maintenance of the Pathology Quality Manual and Pathology Quality Policy, in collaboration with Lead Quality Manager and General Managers ensuring that all elements of the quality policy and quality manual are implemented within laboratories.
  • To promote quality principles and practice throughout the Pathology laboratories and provide highly specialist advice on quality matters to Operational Managers, Medical and Consultant staff.
  • To assist in the design, and implementation of a quality and service improvement plan in line with relevant standards within the Pathology laboratories.
  • To assist in the design, planning and implement policies and procedures that propose and develop changes in practice in line with current legislation and guidelines within the Pathology laboratories, the Trust and also to all other users of the service, including GP surgeries.
  • To be responsible for and help lead designated regular programmes of internal audits against defined quality performance measures and standards ensure that action points are followed up with appropriate managers.
  • To assist in producing an annual plan of audits and surveys of all aspects of the service including reviews, Quality improvement plan, and annual report.
  • To assist in following up external inspections and verify the completion of corrective action as required by the reports of External Inspectors.
  • Under the direction of the Lead Pathology Quality Manager, carry out investigations into incidents and complaints within the Pathology laboratories. To help undertake complex root cause analysis to ensure that effective follow-up actions are taken that ensure continual improvement in the service offered to the users, and which may impact on policies or services outside of Pathology.
  • To help formulate reports, that may be highly complex, to allow tracking of trends relating to incidents and complaints. As required reporting actions taken to improve the service to users at senior management meetings. As required producing reports, which may be highly complex, for management reviews, user surveys etc to enable the Pathology Laboratories to improve the service offered to the users.
  • To apply advanced theoretical and practical knowledge and experience to educate and train all staff as required in new developments and effective quality principles and practices relevant to the Quality Management System and audit. To develop an awareness of the increasing importance of quality management across Pathology and pathology led services and promote a standard approach to quality management issues.
  • To provide tutorials and lectures at University and colleges to MSc, BSc, and Foundation Degree students on specialised Pathology and Quality matters and issues if required.
  • Facilitate stakeholder involvement in service re design and improvement through questionnaires, personal interview and stakeholder forums.
  • To provide regular highly complex reports and information for quality reviews using the latest software systems including management of Excel databases for the Pathology laboratories and the laboratory document control system as required.
  • Qualifications Required:
  • IBMS recognised post-grad qualification in Quality Management. IBMS Cert in Extended Practice in QM or similar
  • Postholders lacking a suitable QM qualification will be expected to complete a course of study leading to such.

  • HCPC Registered BMS
  • Fellow of the Institute of Biomedical Sciences
  • Higher degree (Masters, PhD or equivalent)
  • Postholders lacking a suitable QM qualification will be expected to complete a course of study leading to such.
