Job Description

I am working with a Local Authority in Warwickshire who are looking for an experienced Executive Director who is a qualified and experienced Section 151 Officer.The role is full time, to start ASAP and paying a very attractive day rate. The role is inside IR35.The role will be home working initially however you will be required in Warwickshire on occasion. Job Purpose

  • To provide leadership and direction to Management Team in general, and in particular on all areas focusing on resources and to provide leadership and direction to Senior Managers of specified areas.
  • To act as Returning Officer and Electoral Registration Officer, and to be responsible for all electoral matters.
  • To ensure that the strategic aims of the Organisation are clear and reflect the Councils vision, values and priorities, and that these are translated into effective delivery, which is visible to the community.
  • To ensure the Councils activities are carried out in a lawful manner in adherence to the Councils policies and Standing Orders.
  • To work with the Leader of the Council and Elected Members, to lead the development of corporate and service delivery, commissioning strategies, and the development of policies and plans, ensuring that these are communicated effectively, and implementedto meet stated objectives and core values.
  • To work with partner agencies to enable the development of a sustainable community.
  • To be responsible for the proper administration of the Councils financial affairs under S.151 of the Local Government Act 1972 and reporting under S114 of the Local Government Finance Act 1988 (and any similar future enactments), advising the Council andits officers on all matters of financial policy.
Essential Experience
  • Significant experience of working within a public or private sector governance arrangement, including working with elected members or non-executive directors, and able to demonstrate political sensitivity and the ability to interpret political will
  • Demonstrable and sustained record of achievement in customer focused, service delivery environments
  • Substantial experience of successfully working as part of a strategic management team to achieve outcomes, including organisational change, improvement and effective delivery
  • Experience must be sufficient in breadth and depth to enable the post holder to operate at the highest level of the organisation, providing strategic vision, direction leadership and management
  • Can demonstrate an experienced track record of success in leading, mobilising, deploying, motivating, development and inspiring a well-motivated customer focused workforce
Essential Knowledge
  • Detailed knowledge and understanding of managing a large multifunctional organisation at senior/executive level
  • Clear knowledge or effective financial, performance and people management approaches
  • Thorough knowledge of the workings of local government and the major issues facing local authorities
  • An understanding of national political and other major developments which will impact on the Council
  • Evidence of ability to prove a clear overview of complex issues, and provide sound, professional and reliable advice and guidance
  • The ability to anticipate, keep up to date and interpret national political and other major developments as they impact on local arrangements, and ensure these are presented to members and planned for in order to maximise the capacity of the Council tobe leading events and not reacting to them
  • Ability to gain the confidence of elected members, partners, colleagues, customers and employees
  • A good understanding of and commitment to diversity, and health & safety in Policy, service delivery, and employment terms
  • Knowledge or good understanding of public sector services
  • Knowledge or good understanding of governance arrangements in a public sector organisation
