Job Description

Chief Executive - 37 Hours per Week Summary The post is based in the Regional Driving Assessment Centre (RDAC) in Solihull near Birmingham. This centre provides assessment and advice for disabled and elderly people who wish to commence, or resume driving or have retraining, as well as passenger assessments. Assessments require a specially qualified driving instructor and may also involve an Occupational Therapist who, as a team, would recommend adaptations, driving techniques or retraining to achieve client goals. Referral sources include the Driver and Vehicle Licensing Agency (DVLA) who may require an assessment of a clients ability to meet licensing requirements and Motability.The Chief Executive will provide overall leadership for RDAC in line with established policies and practices, manage and develop existing key external and internal relationships and identify new ones, and ensure RDAC is positioned strategically to take advantage of emerging opportunities and overcome any challenges likely to affect the independent mobility market during the coming years on behalf of the RDAC Board.Strategy

  • Lead and develop the organisational vision and rolling five year strategic plan, under the guidance of the Trustees and in partnership with all relevant stakeholders.
  • Maintain a high level rolling multi-year business plan supporting the five-year strategic plan and from which to forecast future income, costs, and surplus generation.
  • Ensure RDACs services remain relevant to the needs of its clients and customers in conjunction with key stakeholders and in alignment with its charitable objectives.
  • Operational Management
  • Ensure the effective management of RDACs HQ in Meriden, satellite Centres at Manchester and Oxford and all the current and future outreach centres or services, also ensuring these meet the appropriate accreditation standards.
  • Ensure all targets are met and that resources are used effectively and efficiently.
  • Provide sustained stakeholder engagement on an on-going basis and ensure this is maintained as stakeholders change or increase over time.
  • Ensure RDAC maintains effective, multi-level relationships with all referring clinicians and organisations, and that RDAC is always perceived as easy to do business with.
  • Identify and exploit sustainable business development opportunities such as for new centres or new business streams to maximise the value RDAC offers its clients and stakeholders.
  • Ensure that RDACs image and identity is portrayed positively through online and traditional publicity channels to existing and potential clients.
  • Ensure all aspects of staff safety and professional development are monitored and maintained in accordance with standard practice and published policies.
  • Ensure that Clinical Governance standards are maintained including organisation, implementation and chairing of management meetings within RDAC.
  • Undertake the role of company secretary in relation to the charitable status of the organisation.
  • Identify potential issues / risks and solutions for RDAC services.
  • To represent RDAC on a National and International basis and maintain and develop its reach, locally, regionally, and nationally.
  • To maintain effective working links with other Centres within the Driving Mobility network.
  • To maintain RDACs accreditation with Driving Mobility.
  • To maintain and develop links with other potential service providers and organisations relating to the field of driver assessment and road safety.
  • To ensure RDAC participates with Driving Mobility meetings, working parties and training programmes to maintain the centre at the forefront of driver and passenger service provision.
  • The post holder is encouraged to take an active role in the management and development of Driving Mobility.
  • Produce an annual report on the work of the Centre for distribution to all interested parties.
  • To ensure that the service promotes client centred services and operates to best practice.
  • To maintain and develop relationships with voluntary organisations, charities and commercial ventures such as vehicle manufacturers and dealerships as they relate to independent mobility for the disabled.
  • To analyse statistics produced by the Centre, which may impact on changes to practice and service development.
  • The post holder is expected to work independently with guidance from the Board of Trustees.
  • The post holder is expected to be able to communicate effectively at all levels.
  • Financial Management
  • To produce, and ensure RDAC operates within, annual budgets reflecting business plans, the allocation of funding by DfT and as agreed with the Trustees. To ensure accurate, effective management reporting is produced, demonstrating performance against plan, forecasting year end out-turns, highlighting variances and detailing remedial action if required.
  • To be responsible for the budget and financial stability, as agreed with the RDAC Board and continue to explore funding streams to enable the Centre to become as financially independent as possible.
  • Submit the required reports to the DfT and ensure that resources are employed to optimum effect.
  • To ensure the production of auditable accounts and quarterly financial reports as required by the Trustees and the Charity Commission.
  • To liaise with the DfT and Driving Mobility to ensure that RDAC is represented appropriately in grant discussions and that support is on-going.
  • To seek and act upon professional advice where necessary in order to protect RDACs financial and other resources and ensure that it operates within regulatory requirements at all times.
  • Service Performance Management
  • Ensure that the agreed service performance data is monitored, reviewed, reported to the Trustees and published within RDAC and Driving Mobility.
  • To ensure waiting times are managed within the guidelines set by referring organisations (e.g. Driving Mobility, DVLA, Motability) or a maximum of 8 weeks from receipt of referral.
  • Staff Management
  • Be responsible for the line management of all RDAC management staff, administration team and bought-in resources and tangible assets.
