Job Description

We are recruiting a new Head of Procurement to join our senior leadership team. Reporting into our new Executive Director of Finance, we are looking for a strategic leader to implement and embed an organisational procurement strategy along with robust policiesand procedures.   • Implement and embed an organisational procurement strategy alongside efficient policy guidance and procedures
  • Develop and deliver a balanced approach to procurement using key operational decisions ensuring effective planning and resource allocation, understanding supply chains, markets and mitigations of risk
  • Lead, support and manage the tendering process for large strategic purchases in line with statutory requirements and relevant regulations and guidance and advice on all significant procurement exercises including managing the use of framework agreements,procurement portals, one-off or ad hoc procurement exercises
  • Maintaining appropriate records, providing reports to Board or Executive Management on the outcome of procurement exercises and providing post procurement review – including Value for Money
  • Oversee procurement system and data strategy - implement new tools to support the function and the wider business e.g. e-sourcing platform
  • Build and maintain strong working relationships to gain buy-in and engagement with key stakeholders
  • Develop and instigate approaches with stakeholders to support collaborative business relationships, generate economies of scale and deliver Value for Money using appropriate standards, agreed processes, documentation and systems
  • Realise and deliver cost savings, together with a range of additional benefits - including social value, sustainability, improved supplier performance, improved quality of service and risk management and Value for Money
  • Manage the procurement team as required by ensuring the team are trained, developed and equipped to support the procurement policies and procedures with a focus on system compliance and people development
  • Maintain relationships with existing suppliers and source new suppliers as required, in line with relevant regulations
  • Manage the procurement governance process across the business ensuring statutory, regulatory policy compliance and provide expert governance advice on the application of relevant procurement legislation
  • Support business operations to resolve contract breaches and provide guidance to resolutions
About you
  • Have excellent leadership skills with the ability to positively influence others to meet the objectives and goals of the service
  • Are a natural collaborator, you’re comfortable operating at a senior level, building strong working relationships
  • Are a great team player, you’re comfortable walking the fine line between challenging the status quo and maintaining brilliant relationships
  • Have the ability to galvanise plans and groups of people to find solutions, and make things happen
  • Instinctively develop how the team operates and prioritises so it is focused on achieving
  • Are self confident with personal drive, self reliant and accepting of responsibility
  • Experience of working as a Senior Procurement leader with a proven track record in successfully delivering multiple procurement strategies across a diverse organisation
  • A professionally procurement qualification e.g. CIPS qualification
  • Experience/knowledge of public sector procurement and key legislation (e.g. PCR2015)
  • Excellent knowledge of the latest purchasing theory, purchase to pay systems and processes
  • Experience of risk management software applications
  • Salary £67,000 per year
