About DIOThe Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure. Our responsibilities include: • Plan and deliver major capital projects and lifecycle refurbishment • Provide utilities services • Manage soft facilities management (i.e. cleaning and catering) • Provide a safe place to train • Allocate Service Families Accommodation • Procure and manage routine maintenance and reactive repair • Provide a central register of asset information to advise infrastructure planning • Act as steward of the Defence estate • Provide the unarmed guarding service We employ approximately 4,900 staff from a very diverse range of professions including head office functions and specialisms such as surveyors, town planners, airfield pavement experts, foresters and construction engineers. You can view our YouTube video to see more about our work Job descriptionThe ChallengeTo help achieve our objective of equipping Defence with a smaller, more efficient and better quality estate we are seeking a motivated and suitably qualified Finance Officer to join our established Estates Support Team (Finance) within our Estates Division. This involves dealing with a diverse Customer and Landlord base within the United Kingdom and Overseas areas. The RoleThis is a support role assisting Finance Managers in contributing delivery and business outputs. You will be responsible for delivering challenging and varied Financial outputs and services. As the subject matter expert you will be required to give advice to all our customers, stakeholders and management. The ability to work in a team will be key. This is a job share role - working hours are;21 hours per week, Wednesday pm, Thursday and Friday. It is desirable that the successful candidate has experience within:• Financial processes in MoD Post LocationsThe position is based in Forthview House, Rosyth DIO adopt a smarter working policy: The post holder would be based out of the main office location but has the flexibility to work out of other DIO Offices. All employees are provided with IT equipment to facilitate smarter working.ResponsibilitiesMain ResponsibilitiesLeadership and Management of the Estates Division • Demonstrate a personal commitment to the DIO Values • Support line manager in delivering departmental goals • Ensure own compliance with mandatory requirements e.g. H&S training • Promote strong working relationships both within the team and with other teams across DIO and MoD Land Management Hiring • Generate and process transactions for LMS Hiring programme. • Create payment batches from IMS and CP & F to meet preset payment, cycles and ad hoc payments/ Batches to be released within 2 days. • Bank payment rejections to be actioned within 2 days, liaising with Bank and Surveyors Process Business Rates • Utilise Business Rates database and record monthly payments • Payment of Business rate demands. • Resolving queries with all stakeholders including councils. Rent Collection and Miscellaneous Bills • Support rent collection for LMS by ensuring regular invoice schedules are systematically run, prepared and released weekly 4 weeks prior to due date. • Process automated receipts and cheques for the above programme. Identify and accurately book receipts through IMS within 3 days of initial receipt • Issue 15 and 30 day reminders and resolve basic queries. • Refer hard debt and issues to LMS case officers. • Maintain and process miscellaneous bills. • Update miscellaneous database and record accurate payment records. • Resolve queries liaising with all stakeholders. • Electricity Reconciliation. Process Council Tax • Utilise Council Tax Database and record monthly payments. • Payment of council tax demands • Resolving queries with all stakeholders including councils General Administration Duties • Housekeeping in line with MoD policy and procedures • Dealing with internal/external enquiries from customers, stakeholders and OGDs. Travel RequirementsPost holders will be required to undertake occasional travel. About our TeamThe DIO is the MoD’s expert adviser and enabler on infrastructure matters. It is tasked with equipping Defence with a significantly smaller more efficient, better quality estate.
