About DIOThe Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure. Our responsibilities include: • Plan and deliver major capital projects and lifecycle refurbishment • Provide utilities services • Manage soft facilities management (i.e. cleaning and catering) • Provide a safe place to train • Allocate Service Families Accommodation • Procure and manage routine maintenance and reactive repair • Provide a central register of asset information to advise infrastructure planning • Act as steward of the Defence estate • Provide the unarmed guarding service We employ approximately 4,900 staff from a very diverse range of professions including head office functions and specialisms such as surveyors, town planners, airfield pavement experts, foresters and construction engineers. You can view our YouTube video to see more about our work Job descriptionThe ChallengeOver the last few years DIO have undergone significant changes in how we operate and deliver services to the Front Line Command (FLC). This programme of change is called Future DIO (FDIO) and we are now engaged in Phase 3 of that programme. Under this programme DIO are seeking to move to improve our data management, strategic asset management and estate performance, driving intelligent use of the estate and its disposal where applicable. We are working closely with FLCs to understand their funding priorities to ensure we are best placed to deliver the estate they require for the future Defence operations. In support of FDIO Phase 3, DIO are in the process of engaging with industry to replace our current Hard Facilities Management Contract with a new contract called Future Defence Infrastructure Service (FDIS). The Continuous Improvement Manager role is a new role. This will include responsibility for developing plans for improvement initiatives to maximise the use of resources across the region, working with the wider management team to ensure SNI resources are in place to maximise outputs, drive productivity and are prepared for the growth in customer requirements throughout the region. The post holder will play a key role in the planning, mobilisation and reporting of the replacement Hard Facilities management contract across the region to ensure a seamless transition of service for our customers. Currently out to tender with industry this contract is essential to our ability to deliver a safe and compliant estate for our customers as well as giving us a procurement route to deliver a programme of investment across the region (typically £50m+ per annum). The role includes successfully preparing the business in RD SNI for this change programme which has a current In Service Date of May 2021. Post LocationsThe successful applicants had work from any of the 4 main hubs: DIO Rosyth, Lisburn (NI), RAF Lossiemouth or DM Beith but will require regular travel to the other sites.ResponsibilitiesMain Responsibilities• Proven leadership across region and wider DIO to deliver and manage business change across the region to ensure the delivery of DIO outputs to our customers under a culture of continuous improvement, demonstrating the effectiveness and impact of changes through data and evidence. • To ensure that the Region has an effective Continuous Improvement regime in place that seeks to learn from experience and implement improvements across the business to ensure operations are efficient and effective delivering the best possible service to our customers. • Identify opportunities for Continuous Improvement and take the lead in planning and implementing change within the region. • Support the critically important transition planning from the current Hard FM contract to the new Hard FM contract (FDIS) and future major contract and business changes covering areas such as communication, training, reporting, customer engagement and business readiness. • Create an environment of strong working relationships within the team and with others across DIO, the MOD and our Contractors to create a strong culture of continuous improvement. • To introduce, plan and manage the Cabinet Office Customer Service Excellence standard. • To set up a quality management system with processes allied to the corporate business that consistently meet customer expectations and enhance satisfaction. • Engagement with suppliers at a regional level to communicate and engender collaborative working from all parties to deliver Front Line Command (FLC) priorities, standards and behaviours. • To lead in developing the Region’s training plan, including procurement action for external courses. • Regularly review and assess performance and progress across the region, taking corrective action or re-prioritise as appropria
