Venesky-Browns client, a public sector organisation with offices in Edinburgh and Glasgow, are currently looking to recruit a Programme Manager for an initial 3 month contract on a rate of £500-£600/day (inside of IR35). Due to the current circumstances this role will initially be remote based.The Role:The candidate will be responsible for devising, initiating and running a governance process for the sustainable and active travel programmes of work run by (mainly third sector) delivery partners. You will also be the main interface in particular for programme and budgetary assurance with partners who deliver active travel infrastructure projects.Responsibilities:·Devising the programme controls, that is the processes, procedures, reporting, etc., to manage the sustainable and active travel programme.·Planning the overall programme and monitor progress to make sure that milestones are being met across the various elements and the overall programme and its component parts are aligned with the active travel outcomes framework.·Supporting the Unit head and Active Travel Team leader to manage the programme budget by interpreting information provided and giving advice, particularly on financial information on large scale active travel infrastructure projects.·With delivery partners, surface and manage the risks and issues that might and do arise over the course of a large scale infrastructure programme life cycle.·Coordination of the various active travel programmes across a range of partners and their interdependencies.·Management and use of resources.·Management of stakeholders who are involved in the programme.·Ensuring deliverables are aligned across the programme with clear leadership in specific areas, holistic support and simple and clear access to funds from all partner programmes for a range of customers including local communities as appropriate.·Lead and contribute to internal and external communications as required including producing concise advice on often complex technical and financial issues.·Skills transfer on the above to the SAT team members as appropriate.Essential Skills & Experience:·A highly experienced and competent programme manager, who has a demonstrable track record of successfully scoping, initiating, and leading complex roads or active travel infrastructure programmes, with over 5 years relevant experience. ·Experience of successfully leading transport-related programmes to achieve desired outcomes, preferably at a local, regional or national government level.·Experience of leading programmes through the early stages of their lifecycle e.g. developing the business case, implementation strategy/approach, roadmap and setting up governance arrangements. ·A leader who is strong on governance, who leads by example and ensures protocols are adhered to and high standards are maintained.·Experienced in setting up and tracking programme deliverables and finances.·Ability to operate and engage effectively at a senior level across a diverse senior stakeholder group, from policy makers to planners and roads engineers, to achieve desired outcomes. The role therefore requires a strong and effective collaborator, communicator and influencer. ·Brings energy, resilience, ideas and innovations to help achieve the vision and outcomes·Comfortable working under pressure to tight timelines and budgets.·Experience of managing virtual/ remote working teams, with flexibility to work on-site as required.Desirable Skills & Experience:·Previous experience of working with local authorities, regional transport partnerships and or third sector organisations. ·Knowledge of issues affecting disabled people, transport and the built environment·Experience of roads engineering, planning or budget management in large infrastructure projects.·Familiar with project management tools and methodologies.·Experienced in leading project management offices and providing accurate, timely and robust MI/Reporting to the Programme Sponsors and Board representatives.
