Venesky-Browns client, a public sector organisation in Glasgow, is currently looking to recruit a Smart Policy Officer for an initial 6 month contract on a rate of £250/day (inside of IR35). Due to the current circumstances this role will be remote based for the foreseeable future.Responsibilities:This is an exciting opportunity for anyone with an interest in policy, planning and analysis. This post will have offer a real opportunity to help shape the future of smart and digital travel, as well as the data behind it, in Scotland. This role will lead delivery of policy commitments on smart and integrated ticketing and bus open data, supporting both delivery of the multi-modal Smart Delivery Strategy. Main Duties:• Work with relevant stakeholders to develop policy to support delivery of the provisions on Smart Ticketing and Bus Open data.• Reviewing draft regulations as necessary. Consultation & establishing of the Board to advise Ministers and delivery of other secondary measures.• Development of guidance on smart ticketing scheme delivery to provide framework measures, supporting regulations and guidance • Preparation for Ministers and policy officials, including the potential for this post holder, to appear before relevant Parliamentary committees on the topic of Smart ticketing and/or Bus Open data• Development and delivery of standard protocol of consultation on policy to inform regulation on Smart Ticketing and Bus Open Data using Citizen space including analysis of consultation responses and published response to consultation• Oversee delivery of independent technological review to support the Board • Engagement with internal directorates regarding policy to inform the regulatory provisions and to ensure alignment for cross cutting agendas • Engagement with external partners to inform development of regulations and guidance• Establishment of working group with representatives to inform the development of the regulations including technical aspects relating to the delivery of smart ticketing and/or bus open data by local authorities. • Leading and supporting engagement at a senior level on smart ticketing and bus open data as appropriate • Draft correspondence responses, providing responses to requests for briefing, parliamentary questions, weekly FMQs etc.Essential Skills:• Excellent verbal and written communication skills, including the ability to communicate complex messages to a different audiences. Ability to respond to challenging questions from a range of stakeholders. • Experience of policy development/delivery and/or legislative drafting, specifically within the broad regulatory context of standards, charging and enforcement• Demonstrate ability to plan and deliver programme of activity to support delivery of high profile task in challenging timescales • Ability to engage confidently at all levels including at senior level, demonstrating political awareness, and able to show leadership of specialist topic and to communicate technical areas clearly, concisely and effectively If you would like to hear more about this opportunity please get in touch.
