Job Description

TristoneNash are supporting a South Wales based Housing Association to appoint an Interim Programme Manager for a full-time for 12-18 months.You will support the association in the delivery of a circa £8m project to deliver mechanical, electrical and fabric measures to support a safe-to-stay strategy for customers.This role will be operational with direct responsibility for feasibility, case studies, development of project package with Principal Contractor and Principal Designers. Fundamentally ensuring budget, cost control, contract management, on-site quality, customerengagement and communication, including ensuring the Golden Thread of Information upon handover. The role will ensure that Fire Strategies are suitably developed to support a safe to stay strategy and communicated with customers.The successful candidate will have Project Management/ Contractor Management experience and have a demonstrable track record of delivering large and complex capital investment schemes within the residential sector, of between £5-10m in value.Responsibilities:

  • To deliver several fire safety and building safety projects from inception to completion
  • Work in partnership with external contractors and consultants to deliver a portfolio of schemes which ensure that buildings within the stock are safe, secure and sustainable and that resident safety is assured
  • To work with teams across the business to ensure effective resident engagement and communication across the programme
  • To work with internal departments and appointed consultants to attain external funding to support delivery of the programme
  • To lead on the delivery of fire door replacement programme from commencement to completion, within cost, time, quality, and other performance targets
  • To identify and manage direct and indirect risks that are likely to affect delivery or create risk
  • Prepare capital budgets, revenue forecasts, cash flow forecasts, works programmes and ensure projects are delivered in accordance with agreed policies and procedures and other management tools
  • Build business cases for remediation projects through the development of proposals and close liaison with internal teams. Developing strategies for the decant or relocation of existing residents/commercial tenants/property owners, where appropriate
  • Lead the development and implementation of a resident engagement and communications plan for projects including detailed resident consultation strategies in conjunction with internal and external teams
  • Work with the procurement team to appoint appropriate consultants and contractors in line with procurement procedures
  • Prepare management reports including financial appraisals, monthly progress reports and cost reports. Present to internal panels and committees, as required
  • Manage the performance of external consultants and building contractors
  • Ensure appropriate controls are in place to ensure the quality of the works during the construction phase, in addition to providing assurance that all elements of the work have been completed in accordance with the approved design
  • Ensure all necessary statutory and regulatory consents are attained for the works
  • Ensure prior to handover Golden Thread information, in accordance with the contractual requirements has been collated and passed to asset management team
  • Ensure that all appointed parties fulfil their roles and responsibilities under the Construction (Design & Management) Regulations
  • Build, establish and maintain excellent working relationships with local authorities and other external stakeholders. Provide excellent customer service standards to internal and external stakeholders
  • Provide all relevant information regarding schemes to colleagues to support funding applications.
