Job Description

Senior Construction Manager - PermanentNHS Property Services is currently recruiting for a Senior Construction Manager for our North East region on a permanent basis.We are looking for a client representative essentially for this role who will work with the appointed designers and contractors to complete works within NHS properties and buildings in a programme lead capacity. This will involve buildng out work packages, design reviews, confirming scope of works, site visits and reporting.Below is a general outline in addition to the above concerning the role.The Senior Construction Manager (SCM) will manage an extensive programme of projects from inception to successful delivery as part of the NHSPS Programme of work. The candidate will be accountable for overall success of project delivery (from initial project strategy including the review of Real Estate options, through design, procurement, construction oversight and project close out). This role will oversee ongoing projects and help initiate new projects in support of NHSPS business goals and objectives.The Senior Construction Manager will typically oversee locally procured Project Managers from a list of NHSPS approved companies in the provision of programme planning, budgeting, and input into the Business Case. The SCM will subsequently monitor and ensure the work scope and other related operational policies and procedures are adhered to for their assigned projects.The SCM would be expected to progress other non-project specific initiatives that are associated with the delivery of the NHSPS Property Programme.Key Responsibilities

  • Primarily responsible for ensuring successful delivery of all allocated capital projects within the specified time, cost and quality
  • Work closely with colleagues from Asset Management and Operations to enable the creation of the initial project brief and subsequent business case - including option appraisals, construction budgeting and
  • Responsible for selection and management of the consultant teams to ensure successfully delivery of all
  • Responsible for the overall management of the project process, including development of the project brief, cost planning, project budget approvals, procurement of contractors, suppliers and products, and production of associated governance
  • Responsible for internal stakeholder management, including Asset management, IT, HSSF, FM and strategy teams to ensure successful project
  • Responsible for external stakeholder management including tenants, Commissioners, NHS England and
  • Provide oversight and management accountability for the delivery of Project scope, schedule, and budget in accordance with approved
  • business cases.
  • Ensure all relevant project information is recorded in PMWeb, including but not limited to - cost, programme, risk, issues and governance
  • Develop annual resourcing and procurement strategies for allocated projects and follow through with quarterly
  • Promote efficient and consistent stakeholder communication, including attendance at meetings along with timely and accurate reporting
  • Provide clear guidelines for project delivery to all project partners and ensure relevant design standards are
  • Manage performance of all consultants including participation in quarterly reviews
  • Maintain governance against NHSPS, DHSC and NHS England process and
  • Provide regular (timely) and accurate reporting as required on KPIs, and supply benchmark data to the construction support
  • Provide oversight and challenge for any project Change Management
  • Interface and collaborate with the Finance team to consolidate the CapEx and OpEx budgets for allocated and planned projects, forecast monthly spends, track actual spend and identify accruals as
  • Develop and operationalise innovations and improvement measures to contribute to the overall proportional input to the savings target for the team, and identify value for money opportunities on each project/programme.
