Job Description

Assignment and Review of WorkThe Lead Project Engineer is assigned responsibility for specific projects by the Manager Project Engineering. Once assigned, the Lead Project Engineer should receive all estimates and project work through the relevant matrix using the normal Proposal and Project procedures.Specific objectives may be given by the Manager Project Engineering.Certain project documentation issued or approved by the Lead Project Engineer will then require the approval of the Manager Project Engineering or Executive Management and/or the management of other areas of the company. The performance of a Lead Project Engineer is regularly assessed by Management through frequent reports and presentations that he makes on the status of the projects in the Inner Matrix.Decision-Making AuthorityA Lead Project Engineer is the leader of a project team and as such is responsible for the decisions of that team. Occasionally, he will have to decide between opposing views within the team and sometimes he will have to advise less experienced members of the options open to them. The project team and hence the Lead Project Engineer will be asked to make decisions about all aspects of their projects. These will range from determining overall policies and strategies for project execution to specific decision on cost or schedule.The Lead Project Engineer will participate in setting work priorities for members of the Project Matrix.Administratively, a Lead Project Engineer is limited by the requirements of the European Operating Procedures Manual. However, his decision making authority on his projects is only limited by Mandatory Company Safety and Technical Standards, although he is expected to follow the Project Management Guides and be prepared to seek advice from other members of the Inner Matrix. He is also expected to know when to refer to more Senior Management for guidance and/or approval.Contact With OthersA Lead Project Engineer can have contact in writing, by telephone and face-to-face with all of the following areas during the life of a project:InternallyAll members of the Core team and Project Matrix.Senior Project Managers, Project Managers or other Deputy Project Managers.Controllers - All areasProcurement - Management, Buyers, Expeditors, Shipping ClerksOperations - Management and EngineersIGD - Management and EngineersStaff Functions - Legal, Safety, Human Resources, TreasuryExecutive ManagementExternallyCustomers at all levels of management.Vendors at all levels of management.Authorities.The purpose of any or all of these contacts will be to exchange information, negotiate, seek approval, give approval, solve problems or provide guidanceKnowledge and Experience Required:QualificationsEducational: Engineering Degree or equivalent.Job related: Extensive experience in a related industry, and in project capacity.(Minimum)Experience:

  • Project Management is concerned with understanding and balancing the required contributions from functional organisations. This calls for broadly based engineering knowledge and experience. The Lead Project Engineer must be competent to distinguish between specialist considerations and the total co-ordinating needs of the project.
  • A good working knowledge of contractual and financial matters is essential for a successful Lead Project Engineer. He is required to communicate in detail with specialist, legal and financial staff within AP as well as representing the AP contractual position to the Customer.
  • Lead Project Engineers must be well versed in the operation of AP management systems and be able and willing to contribute to maintaining such systems in the forefront of business development. This relates to scheduling, cost control, material control, communications and documentation control
  • General
  • Good communication and organisational skills are required. Lead Project Engineer must be able to inspire the confidence of Management and Customers by skill in presentation, negotiation and reaction to problems. Considerable inter-personal skills are required to deal successfully with the complex relationships within Inner and Project Matrix.Lead Project Engineer must have a good level of ability in all the general management skills in order to fulfil the leadership function within the Project Group and the Project Matrix. Lead Project Engineer must be able to recognise strengths and weaknesses of any of the direct reports within the Project Group and be able to identify the necessary developing and/or correcting actions required to motivate them and improve their performance.
