Job Description

Job Title: EHR Programme ManagerSector: HealthcareLocation: Harlow, Essex.Band: 8bJob Type: TemporaryDuration: TBCPay rates:£27.00 - £31.50 paye per hour£30.00 - £35.50 paye inclusive of holiday pay per hour£34.00 - £40.00 umbrella per hourAll rates are dependant of skill and experience All rates depending on skills, experience, and qualificationsMain Duties & ResponsibilitiesThe post-holder will be responsible for managing the EHR Programme as set out in the agreed full business case with alignment to the wider digital strategy and Trust 2030.The role will include working with senior clinical and operational stakeholders, Trust Board members, patient panel, project managers, workstream leads, Subject Matter Experts (SME), transformation/change managers, technical leads, Divisions and system partnerleadership teams to manage the day-to-day delivery of the programme and establishing appropriate governance processes. In addition the post-holder will support the team to deliver the following outcomes:

  • Ensure programme and project objectives are delivered within budget, on time and to the standard and quality required.
  • Ensure ongoing robust assessment of financial and quality benefits, scope and design of programme/project/workstream plans, resource planning, risks and issues, data migration, reporting, testing, integration, cutover and deployment
  • Be responsible for supporting decision-making, providing advice and be able to prepare strategic reports/briefings for the programme, Board, Divisional leadership teams, ICS and NHSE.
  • The post holder will routinely assess and analyse data gathered from various sources, audits as and when required, in order to identify patterns and trends to enable effective and informed decision making.
  • Ensure timely and accurate information analysis, and reporting. To collate as required, qualitative and quantitative information and to support the implementation process and contribute to project products.
  • Write and present reports on programme status including when in exception, analyse, interpret and present data to highlight issues, risks and support decision making.
  • Directly line manage team members working within programme in line with Trust policies and procedures, ensuring compliance with annual appraisals, personal development plans and achievement of appropriate training
  • Delegate effectively to direct to ensure positive contribution to programmes
  • Support the ongoing development of the Trust substantive resources to enable smooth transition from programme to business as usual post go live
  • Maintain structured knowledge base of all programme artefacts to provide clear audit trail of activity and decision making
Education
  • Masters degree in Business Administration (MBA) or equivalent experience
  • Must have an understanding of the background to and aims of current healthcare policy in England.
  • Should have an appreciation of the relationship between the Department of Health and NHSI/E, and knowledge of individual provider and commissioning organisations in both health and the local authority.
  • Member of relevant professional body or equivalent experience - Project Management qualification e.g. PRINCE2 (OGC) or Managing Successful Programmes (OGC).
Experience
  • Ability to demonstrate previous experience of leading successful change programmes aligned to the deployment of Cerner EHR
  • Experience of working at a strategic or programme manager level in the NHS, and in particular acute provider experience
  • Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups
  • Demonstrate capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly.
  • Must be able to use initiative to decide relevant actions and make recommendations to the Programme Director/Senior Responsible Officer
  • Ability to make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales.
  • Evidence of delivering complex EHR programme within budget and on time without impacting on quality of outcomes
  • Experience of identifying and interpreting National policy. Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform(advising on policy implementation).
Skills and Aptitudes
  • Evidence of ability to deliver large, complex programme in current area of practice.
  • Able to deliver improvements in clinical and / non-clinical environments.
  • Able to recruit, manage and lead staff effectively.
  • Ability to design, plan and deliver training and development sessions to individuals in a group setting and act as a coach / mentor.
  • Ability to lead and facilitate collaborative working across the divisional and organisational boundaries.
  • To have strong leadership qualities, be firm-minded in approach and capable of leading by example, inspiring others around him/her.
  • Able to prioritise and manage own workload without supervision
  • Proven Management Skills, including the ability to lead, empower and motivate others.
