Job Description

Salary: PO6 - £44,607 (including a Market Supplement of £9,000 subject to annual review +Essential car users allowance)Location: Haringey, North LondonContract: Permanent, full-timeHours: 36 hours per weekAbout the roleTo provide expert specialist fire safety leadership, management, support and advice across the department. To ensure fire safety is inspected, managed and maintained in accordance with the Regulatory Reform (Fire Safety) Order 2005 and any other appropriate Health and Safety legislation. The role requires someone to undertake contract evaluations, both pre and post contract, and prepare evaluation report and manage repairs staff, specialist consultants, designers and clerk of works in order to ensure compliance with fire safety legislation and the Homes for Haringeys fire safety strategy and policies.About youThe role requires someone to undertake contract evaluations, both pre and post contract, and prepare evaluation report and manage repairs staff, specialist consultants, designers and clerk of works in order to ensure compliance with fire safety legislation and the Homes for Haringeys fire safety strategy and policies. You will be responsible for identifying all fire related risks and issues across the portfolio and design, arrange and oversee the necessary remedial actions and work packages and providing cost analysis on various projects and provide expenditure forecasts, whilst assessing all financial risks that the Homes for Haringey could be exposed to.Duties and responsibilities

  • To carry out fire risk assessments and FRA reviews in line with the Regulatory Reform Order (Fire Safety) 2005.
  • Responsible for the survey and design of individual fireworks, schemes or work stream delivery packages and undertake contract administration of borough and area wide contracts as required.
  • Responsible for audit and risk review of term contractor’s performance in relation to fire related works, including pre and post inspections.
  • When necessary act as or on behalf of the Contract Administrator using technical expertise to ensure effective performance by the building services, construction and maintenance contractors.
  • Manage contractors and consultants to ensure fire safety standards are fully met. •Provide professional technical support and expertise to investment and repairs teams as well as other housing staff in all matters relating to fire safety
  • Contribute to the monitoring of existing and the development of new processes and procedures to facilitate the management control of fire risks
  • Evaluate of alternative fire related decisions and specifications and lead on design standardisation.
  • Provide professional support to the four storey and below FRA programme, including regular audit and review.
  • Lead and deliver expert training to housing staff, contractors and consultants on fire safety and the FRA process
  • Lead on and devise Article 11 documentation to all residential blocks, including regular reviews
  • Undertake contract evaluations and prepare evaluation reports.
  • Provide cost analysis on various projects and provide expenditure forecasts whilst assessing all financial risks that the Homes for Haringey could be exposed to.

  • Key Knowledge
  • Knowledge of current housing legislation and social issues impacting on service design delivery.
  • Knowledge and understanding of different construction methods and the application of fire safety active and passive works.
  • Knowledge of preparing comprehensive fire related works specifications and work designs to a high standard.
  • Extensive knowledge of the Regulatory Reform Order (Fire Safety) Order 2005, ADB and all other associated guidance notes.
  • Fire Safety/Fire Risk Assessment Qualification. IFE, or equivalent
  • Experience of carrying out fire risk assessments to complex residential properties
  • Experience of completing detailed schedules of works and fire related specifications.
  • Experience of delivery in investment schemes, including monitoring works on site.
  • In carrying out diagnostic and quality control inspections of building services and construction in buildings and plant rooms
  • Experience of liaising with residents, consultants, quantity surveyors and internal department staff Essential Qualifications
  • Working towards degree level in a construction related discipline; e.g. RICS (Building Surveying), CABE or NEBOSH General and Fire Safety and Risk Management Certificates (NVQ, HNC, RICS
