Job Description

Purpose of the role:Working with the Executive Director of Property Services and other senior directorate staff, develop the company’s asset management strategy. You’ll co-ordinate all activities and spend related to effective asset management across the property portfolio, including residential and non-residential buildings. You’ll have an oversight of the procurement, negotiation, establishment and on-going performance management of all external contracts that support delivery of effective asset management and ensure a robust financial and stock reporting, and data collection and analysis framework. As a member of the senior leadership team, you will ensure the delivery of HfH’s vision, values, and strategic objectives - providing clear direction; support and guidance; and effective leadership, to the asset management team.Key Responsibilities:

  • A member of the senior leadership team, proactively contributes to collective organisational leadership, providing an expert view on asset management.
  • Setting high quality standards around asset management, service delivery and value for money.
  • Participate as needed on the emergency out of hours rota.
  • Develop a robust and comprehensive framework to co-ordinate and deliver all required capital asset management works across the company’s property portfolio.
  • Be proactive in providing the Executive and as needed the Board/its Committees with the information that they need to maintain effective oversight of asset management.
  • Ensure that spending decisions for asset management works are made within a robust risk assessment framework.
  • Operate in accordance with the company’s scheme of delegation and internal control framework.
  • Ensure asset management team compliance with relevant legislation such as (but not limited to): health & safety, equality & diversity; GDPR; employment; safeguarding; risk management; and all other key policies, procedures and regulations.
  • Deliver a style of leadership that supports VFM and excellence; is solutions focused; and evidence based decision-making, through coaching, empowerment and accountability.
  • Develop a planning and delivery framework that takes a longer-term view.
  • Support the commitment to workplace safety for staff, customers, and other stakeholders, ensuring compliance with agreed standards and policies, including our support for vulnerable customers.
  • Translate the asset management strategy, into key deliverable action plans to ensure delivery of key objectives and targets across the property portfolio.
  • Ensure that strategies and action plans, as well as delivery vehicles such as work programmes and contracts are closely monitored providing regular reporting to be accountable for delivery, viability and performance.
  • Deliver robust procurement and on-going management of external contractors and suppliers, ensuring they add value, support the delivery of our commercial and performance objectives and that they are effectively and robustly managed.
  • Develop a strong distinctive compliance culture, ensuring that the voice of customers is heard in the development of plans and in the on-going scrutiny of performance and outcomes.
  • Experience and Knowledge
  • Proven senior or director level track record in asset management across a large and complex property portfolio.
  • Extensive knowledge of legislation, compliance and regulatory obligations in respect of asset management.
  • Extensive experience of developing robust reporting and data frameworks and using trade software packages to ensure effective asset management.
  • Substantial experience of contract management, holding external contractors to account for performance and VFM.
  • Significant experience of programming large and complex capital works, ensuring efficiency, and being aware of customer preferences.
  • Substantial financial and commercial acumen, used to being accountable for large capital and revenue budgets.
  • A track record of collaborative working as part of an effective senior team.
  • Experience of working to a Board or with elected members would be an advantage.
  • Relevant professional qualification, and membership of a professional body, or equivalent work experience. Evidence of continuing professional development would be an advantage.
