Job Description

Reporting to: Director, HDR UKContract: Fixed Term 12 months contract (in the first instance)Health Data Research UK (HDR UK) is the national Institute for health data science. Our UK team of experts develop and apply cutting-edge data science approaches to clinical, biological, genomic and other multi-dimensional health data to address the most pressing health research challenges facing the public. HDR UK isuniting the UKs Health Data to make discoveries that improve peoples lives.Our vision is that every health and care interaction and research endeavour will be enhanced by access to large scale data and advanced analytics. For the first time we are bringing together our unique nationwide data assets and specialists across academia, research and healthcare to unlock knowledge and deliver new insights from molecule to man. About the International AllianceThe International COVID-19 Data Research Alliance, supported by the COVID-19 Therapeutics Accelerator (Gates Foundation, Wellcome, Minderoo Foundation and other international funders) aims to unite data from international clinical trials, biomedical and health research to enable discoveries that benefit all people, everywhere, by reducing the harm of the COVID-19 pandemic. The Alliance will do this by building trustworthy international partnerships, and enduring data infrastructure, to support a rapid response to the current COVID-19 and future pandemics across the worldTo achieve this, we will:

  • Learn from, and bring together, existing initiatives
  • Work in partnership with data stewards, data contributors and data users from across five continents, at scale, with a specific emphasis on low- and middle-income countries
  • Promote and facilitate open research that allows sharing of data, analysis methods, results and re deposition to support knowledge acquisition.
  • To accomplish this, we will develop an inclusive International COVID-19 Data Research Alliance that will work with funders, academia, industry and Governments to maintain the integrity of a trustworthy ecosystem for data sharing of COVID-19 data internationally. The Alliance will not primarily control data but will provide expertise and stewardship of a trusted governance and data infrastructure that will facilitate a rapid response to COVID-19 and future Zoonotic Disease outbreaksPurpose of the PostThis is an exciting and unique leadership opportunity in one of the most dynamic sectors in the UK. The International Technology Director will be a key member of the International Alliance Executive Leadership Team co-chaired by Steve Kern (Gates Foundation) and Professor Andrew Morris (HDR UK) , working closely with the wider HDR UK Tech team as well as other partners across the International Alliance. The role of the Technology Director is to define and coordinate execution of the Tech roadmap for the International Alliance.The key Technical priorities for the initiative are to:
  • Coordinate delivery of the workbench in collaboration with our technology delivery partners and align it with one or more gateways that will enable the discovery and analysis of data in line with the data privacy and protection requirements of the data controllers globally
  • Develop an efficient data onboarding process
  • Set up mechanisms that facilitate comparability of data across multiple types of data
  • Ensure transparency, credibility and trust at every stage of the process
  • Evaluate and report on the success and usage levels of the platform.
  • The successful candidate will ensure that the Workbench reflects the needs of its user base and brings together all the necessary components and is delivered through best of breed capability to expand on search capability including support for deep semantic search, enable federated analytics, linking of de-identified datasets from different data controllers without requiring the datasets to be co-located and integration into a range of trusted research environments.The execution of this platform will require a coordinated approach with multiple stakeholders including technology platform, applications, data controllers. It must also be highly customer and stakeholder focused to ensure that the platform is fit for purpose.At the same time, a number of "Driver Projects" have been identified - these are designed to deliver tangible outputs of significant impact on the COVID pandemic in the near term. They will also help inform the design and functioning of the platform. A key challenge will be to ensure continued alignment across the needs of the overall platform and the imperatives of the Driver Projects to ensure that the platform both delivers short term benefits and is designed to be fit for purpose for longer term usage by the COVID research community.Main Responsibilities
  • Coordinating with technology partners and other stakeholders across the International Alliance to develop a structured roadmap, identifying and proposing mechanisms to address them
  • Leading the technology workstream across the International Alliance, convening the International Alliance technology partners and others to ensure the platform and resources are fully aligned against user needs and expectations.
  • Engaging the HDR UK infrastructure community, in partnership with the Chief Technology Officer, ensuring that the best knowledge is drawn into the International Alliances work
