Job Description

Job SummaryWe are looking for an experienced and enthusiastic person to join our organisation on a temporary basis as Interim Senior Information Management and Governance Officer within our Governance & Planning team. This role is located within the newly formed Governance& Planning team which, as part of the CEO’s Office, provides central support to the core operations of the organisation. For this interim role we are specifically looking for someone with the experience to review and evaluate our approach to our informationmanagement framework and to lead and implement change where necessary.Key Responsibilities•Review and develop SFC’s information management framework, policies and practices using its Electronic Document and Records Management System in line with best practice.•Provide leadership to other information governance workstreams and projects as required.•Contribute to the strategic direction and development of the SFC’s information governance service.•Set the standards for Freedom of Information and Data Protection enquiries and requests, and provide advice and guidance, acting as subject matter expert.•Liaise with the Scottish Government, the Information Commissioner’s Office, and other external agencies on areas of best practice. •Provide training on information management and governance policies and practices, and communicate important changes or developments,to staff.•Identify and report information governance risks, and/or any significant breaches, through the corporate structures for risk management.•Act as Data Protection Officer, providing advice and guidance to the SFC executive and Board Members on their obligations to comply with information and records legislation and regulation, including the Freedom of Information (Scotland) Act 2002 (FoISA), TheUK General Data Protection Regulation (UKGDPR) in conjunction with the Data Protection Act 2018 and the Public Records (Scotland) Act 2011.•Provide ongoing advice and guidance on compliance with the General Data Protection Regulation, including the training of staff, oversight of our data sharing processes and agreements, review of systems and processes, where required.Person specificationIt is important through your CV / Cover Letter that you give evidence of proven experience/capability for each of the following essential criteria:•Technical expert in areas of information management including experience of supporting and advising on Freedom of Information requests and the application of the General Data Protection Regulations in a public sector context, and a good understanding of thelegal and regulatory environment.•Experience of reviewing and evaluating an information management framework and approach against compliance requirements and leading and delivering change, where necessary, at pace within the public sector.•Ability to work autonomously, take ownership of own work, and prioritise tasks and time appropriately. •Close attention to detail, ensuring information is accurately recorded.•Excellent organisational and planning skills, including the ability to work calmly and at pace and the flexibility to manage a diverse range of priorities.•Good IT skills, including in the use of electronic document and records management systems.•Excellent oral and written communication skills, including the experience of drafting reports, policies and procedures. The ability to respond to complex issues in an appropriate manner.•A track record of working with and influencing a wide range of stakeholders within an organisation.Ability to interpret and explain complex information to audiences with varying degrees of expertise (for example, legislation, codes of practice etc.)Additional informationLocation SFC offers hybrid working for its employees. This means that whilst the role is based at our Edinburgh office, there is substantial opportunity to work from home most of the time. As a rule of thumb SFC expects that a minimum of three days a monthin the office (on average) will achieve the benefits of its hybrid approach, however it is for the employee and their line manager to agree the balance between home and workplace working - determined primarily by business need.Please be aware that this role can only be worked from within the UK and not overseas. Relocation expenses are not available.Key Rewards and Benefits• Normal full-time hours of work are 35 per week. We will consider flexible working arrangements.
