Job Description

About the role…You’ll be joining a friendly and dynamic Infrastructure Delivery team that works closely with the Cotswold and West Oxfordshire Forward Planning teams to plan for future infrastructure needs.You will be the lead infrastructure officer for the Strategic Site Allocation – Land south of the Chesterton (the Steadings), which is a new garden community on the edge of Cirencester. This incredibly important role will actively monitor and assist thedeveloper to discharge their obligations in the agreed Section 106 legal agreement and facilitate the timely delivery of infrastructure.You will collect, record, analyse and report on a range of strategic housing and planning performance indicators. This will include being the lead officer for the Council’s Self Build Register and Land Availability Statistics reports.As an Infrastructure and Housing Monitoring Officer you will:

  • Deal with complex service requests, which may require detailed knowledge of a specific functional area across the organisation and/or externally.
  • Manage and resolve a range of case work or investigations to conclusion using detailed knowledge of the subject area and work within relevant legislation, prescribed policy, procedures and guidelines
  • Ensure Infrastructure, land use and Strategic Housing monitoring databases are up-to-date and are well maintained.
  • Meet with members of the public, the Steadings development team and other parties. Attend and assist with member workshops and public consultations on the Local Plan, Steadings development or similar (e.g. CIL).

  • At least three years’ experience in a financial, data, audit, legal, technical administration or town planning role.
  • Proven ability to take ownership of case management and show accuracy, attention to detail and deliver high quality work focused on data management and analysis.
  • To be able to assimilate and rationalise complex information, which requires good knowledge and understanding.
  • An active and effective communicator, able to explain complex planning policy and legislation in simple to understand ways.
  • A minimum qualification equivalent to NVQ level 3 or A level, and/or three years relevant experience.
  • GCSE Maths and English or equivalent to grade C/4 or higher.
  • Experience in mentoring and training colleagues.
  • To be able to collect, analyse and report data and trends and where necessary make recommendations to the wider Planning team.
