The environment is a key focus for Essex County Council and this latest position as a Category and Contract Manager will be working right at the heart of these services. With a raft of procurements to undertake and contracts to manage, you will have experience in helping stakeholders to pull together their requirements, make recommendations about the best procurement approach based on sound commercials whilst working with some of the largest suppliers in the business. The category will cover utilities and environment and experience in these areas is desirable although not essential.The Authoritys environmental ambitions are challenging and this role will help to deliver these services for the future. As a large team, Procurement operate across a wide range of categories and we are keen to recruit someone who can add value across the department. An openness to learning new areas, a flexible approach and experience of working with a range of stakeholders will enable you to be successful in this role.This position will initially, in line with current government guidance be based from home, with an expectation of being home based for the foreseeable future. However, if / when government guidelines change the role may then revert to being office based, which we would foresee as being a minimum of 1 and a maximum of 2 days out of 5 being Chelmsford based and we would welcome applications from candidates outside of a traditional commutable distance of Chelmsford.Please note that this position is being offered as a Fixed Term Contract with a duration of 12 months.Job PurposeThe role of Procurement is to work with stakeholders across ECC to understand requirements for goods and services, make an assessment of the market and determine the appropriate strategy for each spend area. The team also actively manage strategic suppliers and their contracts.The Category and Contract Manager will manage the delivery of sourcing processes in a compliant and timely manner. They will be directly accountable for the effective management of contracts assigned to them, ensuring that service level agreements and key performance indicators are monitored and that any improvements required are well planned and executed. The role will negotiate all commercial or contractual terms to achieve positive outcomes as well as ensuring that contracts keep pace with ECCs changing requirements.Effective leadership of multidisciplinary teams will be needed along with supporting the development of colleagues both within procurement and across the Authority.Service/Functional Accountabilities
