Job Description

Delivery ManagerFixed Term, 12 monthsFull TimeUp to £48,208 per annumLocation: Chelmsford (remote initially*)Closing date: 5th May 2021Who we areThese are unprecedented times. You enjoy facilitating discussions and encourage decision-making by creating a safe space where opinions can be heard.You are an agile enthusiast and can advocate an iterative approach to delivery based on user needs. You like working with other DDAT disciplines, especially with product managers and technical members of the team.You are also someone who believes in user-centred design, open-source development and open data standards, agile governance and a continuous focus on delivery.This role is accountable for setting the optimum conditions for teams to deliver digital projects. The role-holder will have to work with uncertainty and changing priorities, in a way to protect the team from the noise that might undermine their focus on delivery. This role is key to maintaining robust use of agile approaches, ensuring appropriate governance and accountability are maintained, whilst preserving pace, innovation, and flexibility.What youll do

  • Responsible for the delivery of a specific product or transformation within constraints; undertaking day to day management of both delivery and the delivery team.
  • Responsible for ensuring scope of work and purpose is understood, so the team can fail fast where necessary.
  • Responsible for high-level planning, able and willing to map and understand the detail to generate activity as required. Leading the collaborative, dynamic planning process - prioritising activity against the capacity and capability of the team.
  • Responsible for ensuring all delivery happens to an appropriate level of quality for the stage (alpha/beta/live) and appropriate routes for feedback are in place so that impact of change can be measured and built upon
  • Responsible for removing or escalating blockers to progress within complex digital projects, breaking down barriers for the team and managing and reporting on progress and budget as appropriate.
  • Responsible for building and maintaining relationships across the Council and partners, supporting the understanding of digital and its application to service delivery.
  • Responsible for creating, leading and motivating a delivery team, setting up the agile environment to build and iterate a user centred solution.
  • Responsible for incorporating support and coaching for individuals and the team, to develop a high performing team.
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.
  • Your skills

  • Commercial management: You can act as the point of contact for contracted suppliers. You can work with appropriate internal contacts and processes within the organisation. You know how and when third parties should be brought into digital, data and technology projects.
  • Communication skills: You can listen to the needs of technical and business stakeholders and interpret them. You can manage stakeholders expectations and be flexible. You can facilitate difficult discussions
  • Financial management: You can balance cost versus value and consider the impact of user needs. You can report on financial delivery by monitoring budgets.
  • Life-cycle perspective: You know the priorities around discovery, alpha and beta work, and can recognise when to move from one stage of a product life cycle to another.
  • Planning and delivery momentum: You can facilitate the delivery flow of a team, managing the pace and the rhythm. You understand the environment and can prioritise the most important or highest value tasks. You can manage complex internal and external dependencies. You can provide delivery confidence. You can remove blockers or impediments that affect plans and can develop a plan for difficult situations.
  • Team dynamics and collaboration: You can help to create the right environment for a team to work in and can empower them to deliver. You can recognise and deal with issues.
