Job Description

Your new rolePlanning Manager - 3rd Party InfrastructureLocations - Manchester, Birmingham, Guildford, Bristol & LeedsWe have an exciting opportunity for a Planning Manager to be part of National Highways 3rd Party Infrastructure Group to support the collaboration work with one or more significant external projects (for example HS2, other Rail Expansions, Airport Expansionsand other nationally significant infrastructure schemes such as London Resorts).You will be working on some of the largest infrastructure projects in England and providing support to ensure National Highways interests are properly considered during the planning stages of these schemes.You will be contributing to promoting the Companys position and reputation through visible and effective partnerships with Third Party projects and DfT (our key stakeholder). Therefore, the ability to problem solve and communicate effectively is essential.Working in this role you would be joining National Highways at a really exciting time.   • Planning and managing a programme of work to evaluate proposals and provide advice, guidance and any instruction required so that Company performance targets are achieved.
  • Developing and manging relationships with scheme promoters, DfT, transport and planning authorities and stakeholders
  • Aiding in establishing and running suitable governance to oversee and take decisions on the Companys position, escalating risks and issues through existing company governance and (if required) to the Executive committee and Chief Executive
  • Supporting in managing and developing resources across organisational functions, ensuring knowledge and competence is maintained to deliver business objectives
  • Supporting in the delivery work to help the wider development of policies and guidance to support engagement with 3rd Party projects.
To be successful
  • Experience within an infrastructure project environment, not only considering outcomes but having a strategic approach and understanding
  • Evidence of partnership working with a collaborative approach
  • Demonstrating effective communication skills
  • The ability to problem solve effectively
  • A civil engineering, transport planning or project management background
  • Knowledge of Hybrid Bill and Development Consent Order processes
A bit about usThe 3rd Party Infrastructure Groups main purpose is to lead National Highways engagement with and response to significant external projects (for example High Speed 2, Rail Expansion, Airport Expansion, and other nationally significant rail or other infrastructureschemes), which will impact on the Strategic Road Network (SRN).The 3rd Party Infrastructure Group sits within Strategy and Planning Directorate, which plays a crucial role at the heart of National Highways, providing strategic direction to the organisation and working closely with all the other directorates to enabledelivery of the companys ambitious agenda.
