Job Description

Reed is currently working with their client, a Local Authority who are looking to recruit an experiencedServices Development Officer.HybridMonday to Friday, 36hours per weekThe Services Development Officer isresponsible for project managing, from design through to construction, a range of improvement works across the service, remaining within budget and to time. They will devise and progress new parks projects, researchingand securing funding, through applications to external bodies, and subsequently supervise and implement such projects.Main Duties & Responsibilities:

  • Simultaneously managing the disparate projects and contracts, to keep them to budget and programme across the department’s portfolio.
  • Providing proactive continuous liaison with, and support for, Friends of groups and stakeholders, to optimise their involvement with the Council and ensure Service Level Agreements are fully utilised within our parks and open spaces.
  • Ensure Council Policies are kept updated, provide advice across the department on legislative matters relating to the service area and collaborate on planning matters.
  • Supporting colleagues in the sensitive provision of the cemeteries and burial service with its strict legal requirements. There are times when they face considerable pressure having to deal directly and sensitively with the bereaved who necessarily needthe full support of the Council.
Requirements:
  • Evidence of qualifications to demonstrate literacy, numeracy and adequate educational standard - GCSE education A-C level or equivalent.
  • Recognised higher education qualification in parks and open spaces management, arboriculture, horticulture and/or cemetery management.
  • Evidence of a high degree of competency and experience in management of parks, open spaces, allotments and cemeteries of a local authority.
  • Ability to control budgets, monitor their expenditure and provide others with accurate and timely financial information.
  • Experience in supervising parks management plan actions in specific parks and open spaces.
  • Full current car driving licence.
  • Experience in use of IT particularly in connection with contract management. Good IT skills when using Microsoft Word, Excel, Project and ArcView. And skill in training others in their use to at least a basic level.
