The role is within the permanent joint operating base (PJOBs) and Far East (FE) HQ, part of the DIO Regional Delivery Overseas team based at RAF Wyton. This is a unique opportunity to work in high tempo environments, delivering professional and effective contract services and support to our diverse customer teams across overseas locations. The DIO has the responsibility for the management of property, infrastructure and related services to ensure strategic management of the Defence Estate as a whole, optimising investment and, critically supporting military capability to the best effect. The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.Job descriptionWorking to deputy head (DH) PJOBs and Far East, the Business Support Manager role is key to the efficient running of the DIO Regional Delivery Overseas Headquarters. Reporting through to the Deputy Head PJOBs & FE, the C1 Soft FM and overseas prime contract (OPC) Transition Manager will be responsible for coordinating the Soft FM activity across the PJOBs. Whilst delivery at the tactical level is managed in country (primarily Cyprus and the Falkland Islands), the senior contract meeting with the supplier and customer take place in the UK on a quarterly basis. The post will be the secretariat for those key meetings and in doing so will be the desk lead for managing all Soft FM issues that are elevated from the 2 areas. This will require regular engagement with the Areas, DIO Commercial, JFC (the Customer), JFC Finance and the contractor (Sodexo). This is a new role to re-establish formal governance and contract management where previously it had been inadequate. The second aspect of the role is supporting the transition planning for OPC (Overseas Prime Contracts (the replacement for the current hard and soft FM contracts overseas). The scope of this second part of the role is still emerging but is critically important as it will help plan the implementation (how DIO RD closes down the current contracts and takes over the future contracts); this will not be done in isolation and the post holder will be fully supported by a wider DIO team. Duty visits to Overseas locations will be required on a regular basis. DIO Overseas and Training Region manages the delivery of the infrastructure services across the PJOB and Far East estate. This includes contract management and key relationship management with senior users, key suppliers and other elements of DIO, in particular Major Programmes and Projects (MPP). Post LocationsThis post will be located at RAF Wyton Huntingdon Cambridgeshire. However, DIO’s Smarter Ways of Working mean that remote/home working will be considered in accordance with the needs of the business and those of the successful applicant.Responsibilities• Secretariat for the UK-based Soft FM Quarterly Review Meeting(s), maintain quarterly review meetings (QRM) Opportunities, Risks, Issues and Change (ORIC) logs and Action Plans, liaise with stakeholders and progress issues arising as required. • Coordinate Soft FM Issues between stakeholders to ensure consistency of approach pan-PJOBs within contractual requirements; tying-in with QRM discussions as appropriate; liaise with enabling functions (Finance, Commercial) to ensure strategic matters are resolved in a timely manner. • Act as focal point for Overseas Prime Contract supporting DIO senior management and stakeholders as required to include liaison with Delivery Continuity Team, Front Line Command and, when mobilisation/ demobilisation nears, attend meetings, coordinate activities and manage HQ interaction with the OPC process. Travel RequirementsThe duties will require regular travel within the UK and to our overseas locations. Essential•Has experience of infrastructure management; understands both Hard and Soft FM. •Experience of contract performance management process. •An experienced programme manager comfortable with managing multiple strands of activity. Desirable•Understands Defence’s commercial procurement Process. •Has managed Hard and/or Soft FM delivery in a Defence context.
