The Senior Cost Manager (Quantity Surveyor) is responsible for providing estimating support and guidance to all PJOB Cost Managers, developing processes and procedures to ensure best practice throughout overseas areas. The Senior Cost Manager (QS) reports to the Assistant Head PJOBs & Far East. the post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working will be considered. Job descriptionThe role is within the PJOBs and Far East HQ, part of the DIO Regional Delivery Overseas team based at RAF Wyton. This is a unique opportunity to work in high tempo environments, delivering professional and effective contract services and support to our diverse customer teams across overseas locations. The Senior Cost Manager (QS) is responsible for providing estimating support and guidance to all PJOB Cost Managers, developing processes and procedures to ensure best practice throughout overseas areas. The Senior QS reports to the Assistant Head PJOBs & Far East. This is a challenging post and brings an opportunity to support high profile works on a busy and complex overseas estate which is unique within the MOD. Membership of RICS (MRICS) and experience of working in a military environment would be useful attributes for the incumbent of this role. The DIO has the responsibility for the management of property, infrastructure and related services to ensure strategic management of the Defence Estate as a whole, optimising investment and, critically supporting military capability to the best effect. Post LocationsPJOBs HQ RAF Wyton Huntingdon, or alternatively the post holder may operate from other DIO Hub locations or offices, in line with DIO’s Smarter Ways of Working initiative.Responsibilities1. Responsible for ensuring the team adhere and conform to all agreed DIO Top Level Budget (TLB) processes and operating procedures and particularly those which are detailed under key infrastructure process. 2. Responsible for the provision of cost management support to area teams across region and the engagement of internal and external cost management resources to support area teams across the region. Provide leadership and management of all cost managers within PJOBs & Far East, undertaking line management duties and responsibilities as required. 3. Support initial demand planning and feasibility studies, offering professional advice for the promotion of a whole life cost culture across DIO, ensuring that, wherever affordable, investment decisions are taken on the basis of cost and value over the life of an asset rather than the initial capital cost. 4. Responsible for overseeing the Development of the Forward Maintenance Plan for presentation at screening, provision of specific investment guidance and support as well as technical advice. 5. Responsible for the review and benchmarking of contractors’ proposals greater than £1M to ensure Value for Money criteria are met and for providing recommendations to area delivery teams, supporting the audit, scrutiny and sign-off of final accounts and the evaluation of claims and disputes (resolving issues in a collaborative environment. Support and assurance in relation to cost estimating, reporting and forecasting. 6. Responsible for setting cost management policy and working standards/practice (e.g. cost presentation and process). Support wider Government initiatives including Office of Government & Commerce (OGC) Reviews (if required), Government Construction Strategy (GCS) and Building Information Modelling (BIM). Undertake or support activities in relation to continuous improvement and procurement activities. 7. Responsible for ensuring that deep expert knowledge of Defence, the Department, DIO and the construction industry that exists in the cost management team is energised to contribute to the development of the Estate. This will be both proactive, providing a cost perspective, and in response to strategic initiatives as and when required. 8. Support programme delivery and project development. Providing the DIO intelligent client interface with industry to deliver scrutiny and sign-off of studies (assessment studies, pre-tender estimates, business cases, whole life cost), assurance auditing (supplier directive compliance, Payment Service Provider fees) and peer reviews, project cost monitoring and portfolio reporting. 9. Manage the estate Maintain and Sustain planning, through IMS when/where enabled; Delivery of delegated budgets: Annual Capital Departmental Expenditure Limit (CDEL) including Spend to Save (S2S) Programme, Regional Departmental Expenditure Limit programme, Cyprus Multi-activity Programme (CMAC) programme and various in-year injects; provide support where appropriate to Major Programmes and Projects (MPP) projects. 11. Regular access and utilisation of Information Management Systems (IMS) to enable Operational delivery and reporting. 12. Support, develop and maintain active engagement and strong collaborative working relations with the Industry Partner (IP) and stakeholder community. Essential experience• Knowledge and experience of delivering Estates works and projects. • An understanding of project process, delivery and financial awareness. • Experience of procurement activities. • A robust understanding of cost management processes. • A recognised degree in Quantity Surveying on Construction Economics. Travel RequirementsThe duties may require travel within the UK and to our overseas locations. The post holder will be required to undertake site inspections at overseas locations, to a variety of asset types such as, construction sites, fuel depots, remote sites, an airfield and training areas. This may expose the post holder to inclement weather conditions and require them to negotiate busy work sites and uneven ground. Travelling to Overseas Establishments may be over rough tracks only accessible by 4x4 vehicle. Taking into consideration the accessibility of certain UK and overseas locations and efficient travelling, a Full UK Driving Licence will be essential.
