About DIOThe Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure. Our responsibilities include: • Plan and deliver major capital projects and lifecycle refurbishment • Provide utilities services • Manage soft facilities management (i.e. cleaning and catering) • Provide a safe place to train • Allocate Service Families Accommodation • Procure and manage routine maintenance and reactive repair • Provide a central register of asset information to advise infrastructure planning • Act as steward of the Defence estate • Provide the unarmed guarding service We employ approximately 4,900 staff from a very diverse range of professions including head office functions and specialisms such as surveyors, town planners, airfield pavement experts, foresters and construction engineers. You can view our YouTube video to see more about our workJob descriptionThe ChallengeThis is a unique opportunity to work in high tempo environments, delivering professional and effective contract services and support to our diverse customer teams across overseas locations. The role is within the PJOBs and Far East HQ, part of the DIO Regional Delivery Overseas team based at RAF Wyton. Reporting to the Senior Manager of the Transition Management Team, the C1 OPC Transition will be responsible for coordinating the OPC Transition management strategy across the PJOBs, Germany and Europe. The C1 OPC Transition will provide support and advice on the delivery of OPC transition, give transition support across Regional Delivery business areas, drive business as usual (BAU) coherence, and supplier delivery assurance post ISD. In due course, the position will be responsible for monitoring progress of Transition against key milestones. This will require regular engagement with the Overseas Area Offices, DIO Support Teams and Customers. This is a new role to support the delivery of OPC Transition to the PJOBs, Germany and Europe. The post will remain as OPC Transition Management for three years, until OPC has been brought in to service. From this point, the post will focus on contract management of the OPC contract, from a RD Overseas Region, PJOBs & FE HQ perspective. The DIO has the responsibility for the management of property, infrastructure and related services to ensure strategic management of the Defence Estate as a whole, optimising investment and, critically supporting military capability to the best effect.Responsibilities1. To provide direction and professional advice on behalf of Regional Delivery for the effective transition, delivery and implementation of OPC to Area Transition Teams. 2. Support on developing solutions into contract and plans for transition activities (mobilisation/de-mobilisation); ensuring they are realistic and appropriate with what can be delivered in each of the RD business areas. Monitor transition activity up to full operating capability (FOC) to ensure risks and issues are managed and progress is reported appropriately. 3. Manage key stakeholders through briefings and feeding back progress on transition delivery to ensure customers are engaged and that confidence in the delivery of the programme is maintained. Ensure DIO enabling functions are aligned with transition requirements. 4. To engage with the spectrum of OPC suppliers to drive transition consistency across Regional Delivery. 5. To provide direction and knowledge for the implementation of the OPC pan-contract assurance (balanced scorecard) and the effective operation of the risk management processes to ensure risks, issues and progress are reported on appropriately. 6. Supporting all DIO functions in their understanding of OPC, driving consistency across Regional Delivery teams. Providing Area reachback support and guidance to BAU staff of OPC contract provisions and intent. Essential Experience & Skills1. Knowledge of change management and programme delivery through mobilisation/demobilisation of Facility Management contracts. 2. Experience in infrastructure management; understands both Hard and Soft Facility Management. 3. Experience in contract performance management process. 4. An experienced programme manager comfortable with managing multiple strands of activity. Desirable Experience & Skills1. Experience of new contract implementation. 2. Understands Defence’s commercial procurement processes. 3. Has managed hard and/or soft FM delivery in a Defence context. 4. Experience of working in a military environment.
