About DIOThe Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure. Our responsibilities include: • Plan and deliver major capital projects and lifecycle refurbishment • Provide utilities services • Manage soft facilities management (i.e. cleaning and catering) • Provide a safe place to train • Allocate Service Families Accommodation • Procure and manage routine maintenance and reactive repair • Provide a central register of asset information to advise infrastructure planning • Act as steward of the Defence estate • Provide the unarmed guarding service We employ approximately 4,900 staff from a very diverse range of professions including head office functions and specialisms such as surveyors, town planners, airfield pavement experts, foresters and construction engineers. We work across the world; in Germany, Cyprus and the Falkland Islands, Norway, Poland, Kenya, Belize, Nepal and Oman. You can view our YouTube video to see more about our work Job descriptionDefence Infrastructure Organisation (DIO) Accommodation is responsible for providing Service Family Accommodation (SFA) and managing Single Living Accommodation (SLA) worldwide. This includes the management of around 75,000 SFA properties and 150,000 bed spaces; major SFA upgrades and other improvements in the UK; providing a comprehensive SFA repair and maintenance service in the UK; managing SFA allocation worldwide; and overseeing the move in and move out of personnel from SFA properties worldwide. The Future Accommodation Model (FAM) is looking at options to make greater use of the private rental sector to widen entitlement, give personnel more choice about how, where and with whom to live, and reduce the overheads inherent in the current accommodation model, whilst providing support for those who wish to own their own homes to provide more stability for their families whilst still supporting the needs of the Services. This is a significant change in policy, in which the post-holder will play a key leading role. This is a lifed post until July 2022. This opportunity rose up from the view to creating a more modern and flexible approach to housing under the Future Accommodation Model (FAM). However, DIO have only been given approvals to conduct a 3 year high profile pilot scheme across 3 sites with funding only approved until the end of financial year 2022-23. If you are transferring to MoD from another government department (OGD) you should join the MoD on an inward loan. At the end of the loan you will return to your home department. If you are a permanent MoD civil servant and are found successful for an externally advertised Fixed Term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to 2 years). At the end of the posting you will return to your previous MoD Business area.ResponsibilitiesThe Occupancy Support Officer is responsible for ensuring they adhere and conform with all agreed DIO Top Level Budget (TLB) processes and operating procedures and undertake the delivery of the DIO Accommodation support to Future Accommodation Model (FAM) in accordance with the Tri-Service Accommodation Regulations (TSARs). This role is a member of the Occupancy Management Team. Main duties: • Analysing accommodation preference forms, where SP have indicated SFA as their preferred accommodation route. • Assessing entitlement for SFA, in accordance with extant policy • Instruct Industry Partner around eligibility for SFA, in line with FAM policy • Confirm SFA availability to FAM Cells for SP placement into the SFA route, where SFA availability is not limited. • Control and route applicants for SFA when SFA availability is limited at FAM pilot sites. • Interact with SP, by exception, to understand their requirements where SFA is limited. • Analyse E1132 applications against FAM UIN data, rejecting SFA applications received without the completion of a FAM Accommodation Preference Form, and signpost SP appropriately. • Maintain good relationship with FAM cell at pilot sites, answering queries in relation to SFA availability and providing bespoke accommodation guidance. • Undertake 10% validation check against JPA. • Monitor void levels at FAM pilot sites, monitoring trends and analysing data in support of FAM pilot and wider DIO Accn objectives. Share SFA availability information with the FAM Cell on a regular basis • Gain a detailed working knowledge of Tri Service Accommodation Regulations (JSP 464) and act as SME. • Travel to FAM pilot sites and/or MOD Main Building may be required occasionally. Experience in administration or customer service would be desirable.
