About DIOThe Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure. Our responsibilities include: • Plan and deliver major capital projects and lifecycle refurbishment • Provide utilities services • Manage soft facilities management (i.e. cleaning and catering) • Provide a safe place to train • Allocate Service Families Accommodation • Procure and manage routine maintenance and reactive repair • Provide a central register of asset information to advise infrastructure planning • Act as steward of the Defence estate • Provide the unarmed guarding service We employ approximately 4,900 staff from a very diverse range of professions including head office functions and specialisms such as surveyors, town planners, airfield pavement experts, foresters and construction engineers. You can view our YouTube video to see more about our workJob descriptionThe Challenge The Future Defence Infrastructure Services (FDIS) Programme represents an exciting opportunity to be involved in the development, procurement and mobilisation of the future delivery of Facilities Management (FM) to the single Services and wider Defence community in UK to maintain and support the development of operational capability. FDIS is one of the largest change programmes across DefenceResponsibilitiesDuties required of the Project Manager will include but not be limited to; Leadership and Management of the Project• Responsible for the management and delivery of the Project in accordance with the Guidance, Processes and Procedures defined in Managing Successful Programmes or APMP. • Lead the management of the Project Team in the delivery of the Project, providing a positive working environment and empowering the team at all levels as appropriate. • Ensuring the teams are appropriately trained and developed, that they have a comprehensive understanding of the business deliverables and stakeholder requirements • Develop and communicate clear SMART objectives, managing performance and rewarding success. • Promoting joint working and cross functional working within the DCT Portfolio to maximize knowledge sharing, resource maximisation and team development opportunities. Project Management• Utilising effective project management techniques to ensure the Project delivers to time, cost and quality. • Lead in the timely preparation & submission of Business Cases, Review Note and Information Notes and ensure the drafts are provided to the Programme Manager in a timely manner to support the approval process. • Liaise with subject matter experts (SME), through engagement lead in the development of Project Management Plans, KURs and the URD. • Proactively seek opportunities for and implement continuous improvement. Benefit and Resource Management• Lead in resource management planning for the project. • Contribute to the development of annual Planning Round (PR) bids for team financial requirements, external assistance. Submit Forecast of Outturns as required. • Lead in development of the Benefits Management Strategy and Benefits Realisation Plan including assessment of change readiness and linking benefits to DIO strategic outcomes, providing a focus for change. • Lead in the definition of the Project Benefits Management Strategy and Benefits Realisation Plan including assessment of change readiness. Stakeholder Engagement and Communications• Support the Programme Manager in the governance external assurance bodies (OGC Gateway Reviews, Defence Internal Audit and National Audit Office). • Identify and mange Project internal and external stakeholders. • Submit accurate and timely reports and returns • Developing & implementing a Project Communication PlanThe evolving nature of the Programme and therefore the tasks which the Team will be required to deliver will support the development of the post holder across a wide range of core and functional competences.QualificationsAPM Practioner or equivalent Project Management qualificationMembershipsMembership of APMBehavioursWell assess you against these behaviours during the selection process:
