About DIOThe Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure. Our responsibilities include: • Plan and deliver major capital projects and lifecycle refurbishment • Provide utilities services • Manage soft facilities management (i.e. cleaning and catering) • Provide a safe place to train • Allocate Service Families Accommodation • Procure and manage routine maintenance and reactive repair • Provide a central register of asset information to advise infrastructure planning • Act as steward of the Defence estate • Provide the unarmed guarding service We employ approximately 4,900 staff from a very diverse range of professions including head office functions and specialisms such as surveyors, town planners, airfield pavement experts, foresters and construction engineers. The RoleDIO Estates Facility Manager (EFM) in Central Region, Service Delivery Area 15/16, Cambridgeshire, Bedfordshire, Essex, Norfolk and Suffolk. The role will deliver Total Facilities Management activities at operational establishment level. To include: Stakeholder Engagement, Performance Management, Assurance, Programme Management, Risk Management and Issue Resolution activities. The successful applicant will support and report to the DIO Senior Estate Facilities Manager (SEFM) within their respective Service Delivery Area (SDA). The EFM role is diverse and additional support and mentoring will be provided to the successful candidate.ResponsibilitiesMain ResponsibilitiesThe ESTATE FACILITY MANAGER (EFM) for Service Delivery Area 16, To deliver effective hard and soft facility management at military establishments across Cambridgeshire, Bedfordshire and Essex. The EFM role is responsible for the effective management of five key service delivery activities which are: • Completion of contract assurance fora number of tasks including LEGIONELLA, ASBESTOS and CDM. • Effective management of additional works service tasks and contract amendments. • Collation and reporting of hard and soft facilities management data. • Maintaining key stakeholder engagement with both industry partner and customer representatives. • Effective issue management. Working in collaboration with our Industry Service Partners to deliver continuous improvement and excellence in service delivery. Delivery of delegated budgets to ensure projected consumption in year is achieved maintaining financial and commercial probity. Oversight of the planned preventative maintenance programme to assure that the estate is being maintained to the correct statutory and mandatory requirements. Attendance across the region at the Site weekly briefs, monthly SIMM (Site Infrastructure Management Meeting) and other meetings as required. The EFM will work within a team of EFM’s, supporting colleagues and other sites/areas as required, the incumbent may also be required to act on behalf of the SEFM or Area Manager and represent DIO in meetings with senior staff both civilian and military across the region. Travel RequirementsThe post holder will be required to travel to the sites covered by this post on a regular basis: some visits may involve overnight stays. Sites are not easily accessible via public transport, so applicants are encouraged to use the vehicles provided by the Motor Transportation (MT) section. A travel and subsistence package may be available when journeys meet certain criteria. Most travel will be undertaken as part of the standard working hours agreement. The role may include driving other colleagues, IP or other staff to sites and whilst on sites. Desirable Experience & Skills• Qualifications in relevant estate management or construction management, B&CE or M&E related qualification or relevant experience. It is highly desirable for the applicant to have experience of working in either project management, facilities management or construction management in a demanding delivery environment. • Knowledge & understanding of differing pricing methods including Schedule of Rates, understanding of risk registers & risk management. • Proficient with Information Technology in particular the MS-Office suite. Applicants will be expected to use a range of IT software including IMS. • Previous experience of contract assurance activities would be an advantage.LicencesDriving License - Role requires ability to travel to different locations regularly, most of which are not on public transport routes.
