Job Description

Facilities Management Supervisor/ManagerNew Cross Hospital, Wolverhampton40 hours a week - On call will be requiredOur client is the leading service provider of Managed Equipment Services (MES) for the NHS and the Private Healt Sector in the UK. They are currently looking for an experienced Facilities Manager/Supervisor to manage their FM team at their Wolverhamptonsite.The ideal candidate will have a proven track record of leading FM teams and all aspects associated to the management of a site-based FM service. You will have an electrical background and be trained to a City and Guilds standard with 18th Edition and 2391preferred and be familiar with the current electrical regulations applicable to the work undertaken within a healthcare facility.Purpose of the RoleThey will be responsible for managing all aspects of the FM activities within the building, ranging from, but not limited to, reactive and planned maintenance (planning and participation), through to supporting variations, changes, and projects.The FM lead may also be asked to advise on FM related activity on other MES sites as needed. This position has direct reports (FM team), and the FM lead will ensure the team maintain and repair the services of the facility in line with the clients’ contractualrequirements, agreed timescales and budget.As a healthcare service company, we are proud to play a critical role in ensuring that patients receive the treatment they need and the best possible care. Thisrole ensures that a patient first approach is taken in delivering any FM obligations.Key AccountabilitiesManagement Tasks

  • Direct management of the FM team (e.g., HR, leave approvals, appraisals, training requirements, etc.)
  • Ensuring sufficient FM support during core operational hours - including on call rota
  • Building Lifecycle and Medical Preinstallation management (costs, budgeting.)
  • Aid Medical Equipment and Facilities Manager with FM data for month end performance reporting
Planned Preventative Maintenance Tasks
  • Produce and manage PPM plans via the helpdesk software package (CAFM system), in line with our contractual obligations, noting any changes in legislation or regulation
  • Allocate and Perform PPM Tasks issued via Helpdesk. This could be outside of normal working hours
  • Ensure PPM tasks are completed in line with our performance obligations for all members of the FM team. Know when to escalate to line management
  • Plan PPM Tasks to ensure a practical and efficient approach. Minimising downtime and considering access, tools, cost, competence to complete task and parts availability
  • Escort contractors as and when required. This could be outside of core hours
  • Inspect sub-contractor work and ensure any corrective actions are appropriately followed up
Reactive Maintenance
  • Support the Helpdesk to correctly allocate tasks to the FM team or appropriate subcontractor
  • FM duties are completed in line with service level agreed.
  • Perform reactive tasks (reported by the customer to the helpdesk). Priority dictated by service level agreement
  • Initial attendance - assess and estimate time and materials required to resolve
  • Plan for sub-contractors to attend when required
  • Complete job sheets in an accurate and timely manner. Record accurately any results or comments
  • Interruption or delay to planned maintenance to be discussed with line management for all FM team members
  • Participation in the On-Call Rota is required
Proactive Maintenance
  • Ensure that all team members complete tasks assigned
  • Participate in routine site walks with line management to discuss and record any potential defects/issues
  • Record any observation, issue on the task list, or share any observation with the line management for further investigation
Capability ProfileYou should have experience managing and motivating direct reports, along with internal and external stakeholders at all levels and from different disciplines to achieve the desired deliverables. Most importantly, the candidate will have a can-do attitude,including the desire to collaborate and be flexible in working.You must possess an in-depth knowledge of FM management techniques, experience of CAFM systems, H&S, CDM and are familiar with performance obligations driven by PFI and/or SLA contracts.The Candidate
  • Confident, experienced supervisor/manager
  • Commercial awareness
  • Strong electrical background. Trained to a City and Guilds standard or equivalent with 18th Edition and 2391 preferred
  • H&S and CDM experience. IOSH or NEBOSH Preferred
  • IT capable. For example, Microsoft office, Project and have experience of CAFM packages
  • Excellent communication skills, with a good client-facing capacity and be able to communicate with NHS staff at all levels
  • A proven ability to work in a fast paced, multi-disciplinary environment
Qualifications
  • Relevant professional qualification
  • Project management qualification
  • City and Guilds Level 3 in electrical engineering qualification or equivalent
  • IOSH / NEBOSH or Equivalent
Essential Experience
  • Very good understanding of design & construction processes
  • In depth knowledge of contractual SLAs and meeting targets
  • BS 7671:2018 18th Edition IEE Wiring Regulations
  • Practical knowledge of Health and Safety. Including CDM, safe systems of work, COSHH, Risk assessments, lone working, etc
Desirable Experience
  • Experience of working with the NHS, with a thorough understanding of its processes and issues
  • Completed a recognised apprenticeship
  • Steam plant/large pipe size experience
  • BMS (Building Management System) experience
  • Fire alarm and access control experience
  • Medical gas experience
  • Hydraulic lift experience
